The Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China pointed out that we should adhere to the core position of innovation in the overall situation of my country’s modernization drive.In the context of the knowledge economy era,cities have become high ground for technology transfer.Technology transfer plays an important role in promoting the optimal allocation of innovation elements among cities.Technology transfer,as a flow of innovative elements,has different characteristics of the spatial network formed by the flow of different technology transfer methods due to the large differences in the transfer subject,content and cost.At the same time,the role of different influencing factors behind technology transfer is also related to the formulation and planning of urban technology transfer policies.Therefore,this paper analyzes the spatial network characteristics and influencing factors of different technology transfer modes between cities,which is of great significance for improving the research foundation of technology transfer and establishing a scientific and rational urban technology transfer system.The 2018 Chinese inter-city strategic emerging industry enterprise holding data and invention patent transfer data obtained by big data mining build urban technology transfer networks based on two paths of enterprise holding and patent transfer,respectively.Combining social network,complex network analysis and geospatial analysis methods: on the one hand,the overall structural characteristics,node centrality,multi-scale network association characteristics and community structure of the network are analyzed in an all-round way.The influencing factors of urban technology transfer are tested for independence and intersection.Research conclusions:(1)The spatial pattern of the technology transfer network between cities has the following characteristics:(1)Overall characteristics: The connection density of the technology transfer network is low,showing the characteristics of "small world",and the connectivity difference between the enterprise holding and the patent transfer network is very different;(2)Node characteristics: The centrality of city intensity of enterprise holding and patent transfer is distributed in “core-edge” and band-like clusters,respectively.Regional central cities and developed eastern coastal cities play a major intermediary role in the connection network between enterprises and patents.,patent transfer is more conducive to the technology transfer of different professional categories than enterprise holding;(3)Association characteristics: The enterprise holding network is hierarchical and is a coordinated one-way leading transfer path,and the patent transfer network is more open and fluid.,in order to pursue a beneficial two-way interactive transfer path;at the same time,both corporate holding and patent transfer have significant distance attenuation characteristics,but the distance attenuation sensitivities of the two are different at different stages;(4)Agglomeration characteristics: The corporate contact network is mainly a geographically adjacent community structure of "contiguous agglomeration and gradual diffusion",while the patent contact network is a cross-regional group model of "partial partnership and extensive collaboration".(2)The technology transfer between cities is the result of the joint action of various influencing factors.Among them,geographic distance is an indirect driving force for technology transfer between cities,which can promote tacit knowledge flow and technology dissemination.The innovation environment ensures the unity of willingness and goals for technology transfer,and can further promote the technical exchange and knowledge collision between talents.Administrative barriers provide a trust mechanism for technology transfer to express ideas and implement innovative actions more smoothly.Cognitive structures provide a direct impetus for technology transfer.At the same time,the proximity of different dimensions has an interactive effect.There is mutual reinforcement or promotion effect between innovation environment and cognitive structure.Cognitive structures and administrative barriers will weaken and inhibit each other.Policy suggestions:(1)Improve the technology transfer assistance mechanism.Establish a gradient and orderly transfer model of innovation achievements between the eastern,central and western regions,and build a benefit-sharing mechanism for win-win cooperation and innovative development.(2)Improve the policy environment and support.Actively introduce incentive policies that are conducive to the rooting and growth of innovative enterprises,create a good business environment and improve service levels.Grasp the laws of the technology trading market,and form a patent trading system with smooth information,active trading,and orderly flow.Innovation points:(1)The comparison reveals the differences in spatial characteristics of different technology transfer paths.A comprehensive understanding of the characteristics of technology transfer itself from an objective level makes up for the important foundation and premise that must be possessed in technology transfer research.(2)The influencing factors of technology transfer using relational dynamic data analysis.Research on influencing factors with two-dimensional relational data with direction and weight can more scientifically and accurately reflect the effect of different influencing factors on technology transfer.
