Recycling Agriculture Development Strategy In Zhangye City

Since ancient times,China has attached great importance to agricultural development.Promoting agricultural development is an inevitable choice to complete the building of a moderately prosperous society in all respects and realize the Chinese dream of great national renewal.However,for a long time,China's agricultural economic development has followed the extensive development model,at the expense of ecological environment and natural resources,causing great damage to water,soil and other resources.In the process of accelerating the construction of ecological civilization,it is extremely urgent to realize the harmonious coexistence between man and nature and promote the sustainable development of agriculture.In the guidance of innovation,coordination,green,open and sharing the "five development concepts" and the long-term practice of agricultural development,a new agricultural development model has emerged: Recycling agriculture.Zhangye city,which is called "Zhangguo Biye,Yitongxiyu",is famous for its "Land of mulberry and hemp" and "Land of fish and rice".Wheat,corn,rice,beans,oil,fruits,vegetables and other crops has been produced since ancient times,therefore,Zhangye has the "Golden Zhangye" reputation.In the construction of "The Belt and Road",Zhangye city is in the middle of four directions,which is the only way for the ancient silk road and the junction of east and west economy and culture,so the agricultural development is ushered in a new opportunity.However,due to the influence of traditional agricultural development mode for a long time,the local agricultural economic development effect has been not ideal,to consolidate the golden reputation "Golden Zhangye",it is imperative to change the agricultural development mode.In this paper,the strengths,weaknesses,opportunities and challenges in the agricultural development process of Zhangye city were analyzed comprehensively by means of literature research,SWOT(Strengths Weaknesses Opportunities Threats),field investigation and other research tools,and the following main research results were obtained.On the basis of mastering Zhangye resource characteristics,geographical conditions,economic development,mode of agricultural production,agricultural technology,and so on,it was found that the extensive mode of production,economic strength weak,lack of efficient cooperation organization,lack of ideological understanding,uncompleted legal system,higher agricultural production cost are the major factors restricting agricultural development of Zhangye.It was concluded that Zhangye city can accelerate the development speed of circular agriculture by taking advantage of its superior geographical location,abundant natural resources and urban comprehensive development,grasping the opportunities of policy encouragement,technological innovation and peripheral rise.We propose that Zhangye should constantly strengthen policy guidance and take the construction of "The Belt and Road",the strategy of "rural revitalization" and the deployment of "mass entrepreneurship and innovation" as favorable opportunities to promote the development of agriculture in a resource-saving,environment-friendly and sustainable way of circular agriculture.Gaotai county has become one of the commodity grain base counties in China after years of development,and has several leading industries including grape,vegetable and seed production,which are all six counties in Zhangye city.However,Gaotai county is also faced with such problems as insufficient technical force,fragile ecological environment,insufficient ideological understanding,low land utilization rate,insufficient impetus for the development of village-level collective economy,and low level of agricultural large-scale intensive management.So,Gaotai county,when making cycle agriculture development countermeasures to highly integrated overall development strategy,Zhangye firmly build up the idea of circular agriculture development,based on the "area" construction,in vigorously implement the strategy of "rural revitalization",to develop circular agriculture with local economic and social development,natural resources,tourism resources,such as highly integrated,advancing agricultural new technology,to promote the ecological environment protection,popularize knowledge of circular agriculture,agriculture,play the leading role for the development of tourism,improve the scientific planning of land utilization,development mode,actively explore the development of water saving irrigation agriculture,such as,Gobi oasis agriculture agricultural projects,We will strive topromote the organic integration of agricultural,forestry,animal husbandry,sideline and fishery industrial chains,and fully highlight the pivotal role of circular agriculture in promoting local economic and social development.In this paper,starting from the whole of Zhangye agriculture development,and taking Gaotai county as the breakthrough point,to point with surface,from the perspective of the whole process of agricultural production,several issues were discussed on how to combined circulation of agriculture and the local tourism resources,to create greater economic benefits to drive farmers to participate in the enthusiasm,how to guarantee the local in the process of development of circular agriculture ecological environment are not destroyed,how the agricultural industry,farmers and other scattered individuals in the development of circular agriculture to realize organic connection,etc.in detail,in order to propose some effective countermeasures for recycling agriculture development in Zhangye city.It has certain enlightenment and guiding function to the formulation of agricultural sustainable development strategy of other cities and regions in Gansu province.
