Study On Assessment And Construction Countermeasures Of Agricultural Sustainable Development Capacity In Zhangye City Of Gansu Province

The essence of agricultural sustainable development is to achieve a mutual development of production, economy, society, resources and environment, and can not only meet needs of the contemporary people but also not danger ability of the future generations'needs. That is largely dependent on the improvement and elevation of agricultural sustainable development capacity. In other words, the construction of agricultural sustainable development capacity is an important way to achieve agricultural sustainable development, and a nation or region would not be able to maximally support and ensure mutual development of society, economy and ecology if it lacking of the construction of their own sustainable development capacity. Zhangye City is located in the northwest of Gansu Province and in the inland arid desert, and it is an important agricultural oasis in Hexi district and lies in the most fragile eco-environment of the region, and its unique ecological and geographical location bring up its urgent demand for the sustainable development of agriculture.Taking capacity building theory, population carrying capacity theory, agricultural systems theory and other basic theory as a guide, and based on the analysis of the actual development situation of agricultural resources, environment, production, economy and society in Zhangye City of Gansu Province from 2000 to 2006, this study built assessment index system of agricultural sustainable development capacity following the principles of science, practice, conciseness and system. On that basis, the paper conducted preliminary evaluation to the agricultural sustainable development capability of Zhangye City and counties from 2000 to 2006 using principal component analysis, and the results showed that: (1) The comprehensive score of the capacity of agricultural sustainable development in Zhangye City increases every year, and the overall trend of it appears good, and the whole condition illustrated that the agricultural development from 2000 to 2006 is sustainable in Zhangye City. (2) There existed differences between the system and subsystems of the capacity of agricultural sustainable development in Zhangye City. The development trend of production subsystems, economic subsystem, social subsystem and the agricultural sustainable development is identical, and they appeared sustained growth, and the development trend of resources and environment subsystems was declining, which illustrated that the agricultural development model adopted by Zhangye City is to consume the natural resources and develop its agriculture at the expense of eco-environment. (3) The capacity evaluation sequence of agricultural sustainable development of counties and districts of Zhangye City in 2006 is successively Ganzhou district, Sunan County, Linze County, Gaotai County, Shandan County and Minle County.The study fatherly analyzed the long-term restricted factors of the capacity-building of the agricultural sustainable development in Zhangye City, and they are as follows: the lack of water resources, the low education quality of rural labor force and the large scale of population; the middle-term restricted factors are serious environmental pollution and the growing income gap between urban and rural residents; the short-term restricted factors are the larger decrease of grassland resources per capita, the big proportion of agricultural population and low rate of combating disaster.After study, it put forward that capacity building of agricultural sustainable development in Zhangye City should follow and adhere to the principles of sustainable development of production, economy, and ecology and overall advancement and upholding the sound increase, and highlighting the building focus of the city and its counties and districts. Some measures are put forward, they are as follows: (1) The reasonable development and utilization and protection of agricultural natural resources; (2) Strengthening the agricultural eco-environment protection, and effectively controlling environmental pollution; (3) Coordinating the development of urban and rural areas, and taking efforts to short the developing gap between urban and rural areas; (4) Controlling the population growth, and improving the quality of the rural population, and transferring rural surplus labor; (5) Strengthening the capacity-building of agricultural technological innovation, and improving the support capacity of agricultural science and technology; (6) Strengthening the construction of agricultural infrastructure, and enhancing the capacity of combating disaster and ensuring production.
