| Renewable energy industry belongs to emerging strategic industries,and it is an important part of China's economic development and upgrading of the economic structure.The development of renewable energy relatively started late in China,and the industry has not yet been fully mature,andit needs the support of policy system.China currently has a set of basic policy system for renewable energy,mainly including policy of feed-in tariffs and subsidies,but deficiency still exist in the policy system of China.By comparison,development of renewable energy started earlier in the US,Germany and Japan,and their policy system are better than China.Therefore,by comparison and analysis of renewable energy policy in four countries,we will provide reference to improve China's renewable energy policy system.The renewable energy policiesin this paper are divided into six classes or kinds,then the qualitative and quantitative comparison are carried on.In qualitative analysis parts,this paper compares the renewable energy policy in four countries from 1974 to 2015.China prefers three kinds of renewable energy policy,including the control policy,macroscopic policy support and economic incentives policy.Basing on the experience of the US,Germany and Japan,China should increase the use of renewable energy policy for RD&D,information and education.In addition,Chinalikes pay attention to keep the stability of policy,andthe frequency about renewable energy policy revise or abolition is relatively lower.With the further development of renewable energy,China shouldflexibily adjust renewable energy industrial policy according to the market regularity.The quantitative section compares the administrative strength of the four countries' renewable energy policies between 1996 and 2015,including relative and absolute value.Finally,according to the results of qualitative and quantitative comparison,the inspiration and Suggestions for perfecting China's renewable energy policy are given. |
