| At present,high-tech industries such as electronic information and biomedicine are considered as boosters of world economic growth in the 21 st century.Their development has been paid unprecedented attention on the whole world.How to promote the development of high-tech industries has become a common concern of all governments.Because of its good function on fostering and cultivating high-tech enterprises,Technology business incubator(TBI)has become a hot topic of public discussion.The programmatic document on the futural development of science and technology in China also emphasizes: we should vigorously support the simultaneous upgrading of the scale and quality of technology business incubators,and especially emphasis on the further enhancement of the innovation capability and incubation capability of technology business incubators.In recent years,the development of national TBI has achieved a lot of achievements: the total area of TBI exceeded 27 million square meters in 2014,the total investment in public service platform totaled more than 10 billion yuan,the number of graduates more than 5000;During the period of 2008 to 2014,the total income of TBI has been increased by 4 times,the number of intellectual property rights has been increased by more than 25% annually,and the number of employees in enterprises has increased from 580 thousand to 910 thousand.But it also faces many problems,mainly the use of funds and professional quality is low,hatching capacity is weak and regional development is not balanced.Therefore,it is of great theoretical and practical significance to study the national TBI productivity,understand its changes in recent years and provide policy suggestions for future development.This thesis first combs a large number of related research results,understands the development of national TBI in recent years,establishes the national TBI productivity index system.And then selects the national TBI productivity measure model scientifically,carries out the national TBI total factor productivity,analyzes the change of the total factor productivity of the national TBI in the Whole country,the four regions and the sixteen provinces and cities in recent years,compares the difference between the total factor productivity of the national TBI in the 16 provinces and cities,and analyzes the factors affecting the national TBI productivity And its industry leading role in the study.Finally,some suggestions are put forward to promote the future development of national TBI.The thesis draws the following conclusions: First,the output of national TBI continued to grow,its future development is potential,the leading role of the relevant industry is obvious.Second,the overall productivity of national TBI is poor,technological change is the main reason for the change in productivity.Third,the four regions,sixteen provinces and municipal TBI productivity differences between the larger,leading to changes in productivity reasons are not the same,the regional TBI development is not balanced.And then put forward some suggestions to promote the development of national TBI: First,create a good environment: mainly to publish the relevant preferential policies and create a good atmosphere for innovation.Second,pay attention to TBI productivity measure related work,improve the TBI evaluation system and standards.Third,the difference between the four regions,the 16 provinces and cities of the national TBI productivity is relatively large,the reasons for the changes in productivity are not the same,and the development of TBI in various regions is not balanced.And then put forward some suggestions to promote the development of national TBI: First,to create a good environment for TBI development,mainly to publish the relevant preferential policies and create a good atmosphere for innovation.Second,pay attention to productivity measure related work,improve the evaluation system and standards of TBI.Third,pay attention to professional personnel training and enhancing the quality of practitioners. |
