With the acceleration of urbanization, most cities in China are facing the problem of traffic congestion, the road supply tend to be more saturated state, the development of rail transit system has become a magic weapon of many cities to solve the traffic problems. But because of rail transit construction cycle is long and need more investment than other projects, can bring huge economic pressure to the government. If it can't achieve planning will directly affect the sustainable development of the city. Therefore,it is very important to realize the coordinated coordination between rail transit and urban development. This paper combed the rail transit and urban development theory and took system theory as a guide, using the combination of qualitative and quantitative method, studied the coupled coordinated development of rail transit and urban system.Based on the analysis of the system theory and its application in the coordinated development, this paper analyzes the connotation and characteristics of the coordinated development of the rail transit and the city on the basis of analyzing the interactive relationship between the rail transit and the urban development, and and puts forward the main influencing factors, taking the process of construction and operation of rail transit as the time axis, the coordinated development of the two operating mechanism to start analysis. On the basis of qualitative analysis, the evaluation model of rail transit and urban coordinated development is constructed, the model of the building is divided into three steps: First, set up coupling coordination evaluation index system of rail transit and urban development. For the rail transit system, evaluated from three angles, which are scale of operation and operation status, management. For urban development, evaluated from four angles, which are population growth and spatial expansion, economic development, residents' living standards and social development.Second, using principal component analysis(PCA)to extract the rail transit and urban development system of order parameter and calculate its comprehensive evaluation index.Third, the coordination degree model and the coupled coordination degree model are used to calculate the coordination degree between the rail transit and the urban development, and the correlation between the influencing factors of the coordination degree is analyzed by using the gray relational degree. Finally, the paper used the data of rail transit and urban development in Shanghai from 2006 to 2010 to calculate the coordination degree of rail transit and urban development. The results showed that the urban rail transit and urban development in Shanghai have increased from the initial imbalance state to the coordinated state. In the process, the coordination degree of the two is fluctuating, but the whole is in the order of coordinated and orderly development. The gray relational analysis showed that the population density, the proportion of the tertiary industry employment and the rail transit system are the most relevant, mileage and rail transportation industry employment and urban development system are the most relevant.According to this, put forward some suggestions on the development of China's rail transit industry: the first is the government should adhere to the priority development strategy of public transport and speed up the network construction of rail transit;second is to adjust the industrial structure and promote the coordinated development of rail transit and urban economy;third is to increase investment in science and technology innovation capacity to protect the sustainable development of rail transport industry;fourth is the government should joint enterprises to explore a variety of financing model of rail transit industry,to achieve the profit target.
