Exploration On The Development Strategy Of Xiamen Urban Rail Transit

Rail transport as an important part of public transportation, with a large volume,convenient, safe, energy-saving, environmental protection and other features,for ease urban traffic pressure, guide urban development is important; but there are high costs and operational costs, limited coverage and shall coordinate the development of urban development and transportation issues. National attention and the introduction of relevant policies and regulations rail transit construction, support qualified to develop urban rail transit.Xiamen is vigorously build rail transit, how to ensure sustainable development of rail transport is the problem that this article focuses primarily focus on several issues to achieve sustainable development need to be addressed: First, how rail transportation and the coordinated development of urban development, the second is how rail transport coordination with other transport development and the third is how to solve the financial pressure.Through extensive literature research, application methods and SWOT PEST model, the external environment and internal environment of Xiamen to analyze the development of rail transport, through opportunities, threats, strengths,weaknesses strategic fit, study proposed three development Xiamen Urban Rail Transportation Strategy Its safeguards: First Rail Transit and Urban Development TOD integration strategy, good land use planning along the track adjustment and control, coordinated development, achieve interactive rail transit and urban development, in order to achieve a benign Rail Transit and Urban Development cycle; the second is the traffic integration strategy, do a good job with other modes of convergence, to achieve a variety of transportation network planning, physical convergence, information, operations and management development to achieve integration, give full play to the advantages of the various modes of transportation,and realize the benefits of complementary to the overall coordination of development;Third, government-led diversified investment strategy, the use of "hybrid + joint" development model, give full play to "Subway + Property" advantage, the introduction of PPP model, financing and institutional mechanisms to solve problems.This article provides a reference for the sustainable development of rail transport or in other cities of Xiamen.
