There is an interactive relationship between government and market-oriented economy,especially the government's related industrial policies and support measures become significant to the development of Tibetan medicine industry.It's quite an important challenge for the related government departments to transform the superiorities of Tibetan medicine into those of the Tibetan medicine enterprises amid the historic opportunity of the Development of the West Region.This thesis importantly focus on the research under the background of the industrial policies by analyzing the opportunities and challenges exist during the process of Tibetan medicine industry development as well as analyzing the Tibetan Traditional Medicine Pharmaceutical Factory of Tibet Autonomous Region by using the SWOT as the strategic analysis tool and the development strategy for the Tibetan medicine is put forward.Firstly,The related theory through literature research on industrial policy theory,sustainable development theory and the theory of industrial cluster and industrial development to sort out,lay the theoretical foundation for the writing of this paper,and analyses the characteristics of China's Government in recent years the pharmaceutical industry policy,the Tibet autonomous region medicine industry policy and medicine industry itself.Governments at all levels the introduction of industrial policy has a key role in the development of Tibetan medicine industry to play,but also has the industrial structure and the distribution policy is not perfect,resulting in unreasonable product structure,Tibetan medicine drug registration system is not perfect,reduce enterprise development enthusiasm,product quality supervision policy is not perfect,resulting in vicious competition in the market,the lack of planning and other industries the problem of talent cultivation policy of Tibetan medicine.Secondly,the herb sources of the sustainably developing Tibetan medicine and standard construction as well as the current development situation of the Tibetan medicine industry have been deeply researched under the background that Tibetan medicine industry was listed as one of the six special mainstay industries by the government of Tibet Autonomous Region.And it is concluded that the number ofTibetan medicine enterprises increased accompany with the scale thereof etc.However,the development of Tibetan medicine industry itself also subject to unreasonable exploitation and utilization,weakness of basic research strength,unreasonable industrial layout,intense malignant competition etc,which severely restrict the rapid development of Tibetan medicine industry as well as its transformation and upgrading.Thirdly,the comprehensive investigation of the actuality of the Tibetan mannan Limited by Share Ltd in Tibet,with the SWOT strategic analysis of opportunities and challenges,the development of the company's strengths and weaknesses analysis,it was concluded that the company has a certain degree of macro policy environment and resource advantages,but also faces its own core technology insufficient,the neighboring provinces of Tibetan medicine enterprises competition on both sides of the internal and external challenges.Finally,on the basis of previous studies,according to the present development situation of Tibet medicine industry and enterprise SWOT analysis results,starting from the Tibet medicine industry good macro environment,put forward the Tibetan medicinal resources,personnel and other aspects of the implementation of the strategy of sustainable development,and on the basis of perfecting the industrial policy and clear top-level design,the implementation of scientific and technological innovation the strategy to heritage based,for the rapid and healthy development of Tibet medicine industry puts forward some countermeasures and suggestions.
