With the of the regional development and industrial restructuring,large-scale projects such as sustainable energy projects(nuclear power,wind power generation,etc.)designed to benefit the masses at the level of society as a whole.But with negative externalities.The traditional government use top-down management,which lacks collection and analysis of public opinion during the decision-making process.That leads to confliction,hinders the further development of the project,and causes huge economic losses to project developers,deepens the gap between the government and the public.Recently,although public participation mechanism constantly appearing in many fields of project management,group objection has not diminished.In fact,it is not that public participation itself led to the objection,but the ineffective use of public participation methods.In order to eliminate the negative impact of public participation,how to construct effective public participation method has become the key issue of public decision-making for the purpose of reaching consensus.From the identification of process in sustainable energy projects public participation,the identification of factors that affect public participation in sustainable energy projects and group decision-making model in public participation plan.Seven key factors are identified and are the driving forces for effective public participation in sustainable energy projects(SEPs).And based on the two-step PSL group decision model,the above factors are applied in the examples.The main findings of this study show that: 1)These seven key factors should be considered when considering the need for effective public participation standards;2)There is a positive correlation between relevant policies and public participation in renewable energy technologies;and 3)The technical details and the characteristics of the location of the project usually affect the public acceptance during the design phase.4)The development of the standard necessary topics should focus on the implementation process and actively guide and participate openly.Going forward,this research will not only provide policymakers with a theoretical framework that will guide and enhance effective and efficient public participation,but will also promote a "win-win" situation.
