In recent years, with the development of economy and the progress of the society, the expressway is developing at a rapid speed, and the rural highway which is at the most basic level in our country highway system have also been paid great attention by our country. Rural highway construction project decides the level of rural social and economic development, it services for agriculture, rural economic development and farmers transportation, it is one of the most important public welfare infrastructure which guarantee the rural social and economic development. It makes a wide range of influence and affect many objects, so the introduction of public participation in the decision-making process and get support from the public can make great significance to our country rural highway construction project, and it also conducive to realize the decision-making scientific and democratic.First, this thesis arranges the related concepts and theories of rural highway construction projects and public participation through the literature reading, including the meaning and characteristic of rural highway, the meaning and characteristic of rural highway construction project decision-making, the meaning of the public and public participation, the theoretical basis of public participation. Then, to make further analysis of the main factors of public participation behavior in rural highway construction projects decision-making from the individual characteristics and the external environment based on Lewin’s psychology field theory. Data were obtained by the method of field interviews and questionnaire survey, this paper uses SPSS software to analyze the correlation analysis and variance analysis of the individual characteristics, and on the basis of the data interpretation on the influencing factors, the results showed that factors such as the level of education, the experience of past behavior and age have significant affection on public participation in rural highway construction projects decision-making, but factors such as gender, occupation and economic conditions have no effect on public participation behavior, it is associated with the special geographical relationship and traditional of the rural, which is in line with the actual situation; This paper also uses structural equation model analysis method to build the external environment affect the public participation in rural highway construction projects decision-making hypothesis model, and make confirmatory factor analysis on external environmental factors through AMOS20.0 software, and make hypothesis testing combined with path analysis method. The results showed that external influence group, participation costs, convenient conditions and institutional environment all have significant affection on public participation behavior in rural highway construction projects decision-making. Finally, according to the results of the research and combined with the actual situation in rural areas, the author also put forward some targeted solutions and suggestions, hoping to have benefits for our country rural highway construction project decision makers and participants when doing the relevant work.
