In 2015,the Central Poverty Alleviation and Development Work Conference set the goal of poverty alleviation,implemented targeted meassures of poverty alleviation,and came up with a series of strategic decisions based on the reality of poverty population.In recent years,Maoming City has achieved desirable success on targeted financial poverty alleviation.To take Maoming city as an example,we will explore more innovative methods in finance to help people lift themselves out of poverty,bring into full play the comparative advantages of financial institutions,and hence promote financial poverty alleviation work in an effective and harmonious manner.Taking Maoming City as an example,this paper applies the literature data method and case analysis method to conduct systematic,comprehensive and in-depth research on targeted financial poverty alleviation practice.The study found that Maoming City has been insisting on government-oriented system with active participations of various financial institutions,and has formed a systematic,overarching,and standardized working process as well as a working mechanism of policy bank as representatives together with cooperations of commercial banks,new rural financial institutions,securities companies and insurance companies.However,lots of problems still exist in this district.The city still has a large demand for financial services while capital outflow is severe;the accuracy of poverty alleviation loan supply remains to be improved;the compensation mechanism does not coordinated well with the financial targeted poverty alleviation project;the financial institutions and the basic industry do not connected accurately,the targeted financial poverty is lacking sustainability;uncoordinated policies in different sectors are not uncommon.Therefore,to tackle with these problems,a multlayer rural financial market should be established,accuracy of loan supply and business connection should be improved,multi-party share compensation mechanism should be set up,the sustainable development of financial poverty alleviation should be enhanced. |
