Research On The Ways Of High Quality Development Of State-Owned Enterprises

The 19^th CPC National Congress put forward and emphasized that China must realize and achieve high-quality development,and China is actively promoting and implementing this policy and ideology in the economic field.From the microcosmic point of view,state-owned enterprises are the important carriers of Chinese economy.The high-quality development of state-owned enterprises is related to the development quality of Chinese economy and the important content of long-term development of Chinese economy.It also presents great practical significance.Based on the analysis of the development course and present situation of state-owned enterprises,this paper summarizes the achievements of state-owned enterprises,analyzes the shortcomings in the development of state-owned enterprises,and integreates the factors of management level and internationalization into the neo-classical growth model.Further,concrete factors of improving the development quality of state-owned enterprises are analyzed.It is concluded that the technological progress of state-owned enterprises and the effective allocation of entrepreneurs'talents of state-owned enterprises are the effective ways to improve the development quality of state-owned enterprises.Besides,this dissertation also summarizes the effective measures to improve the development of SOE,optimizing the income distribution of scientific and technological personnel in state-owned enterprises,improving the governance efficiency of state-owned enterprises,improving the internationalization quality of state-owned enterprises,further rationalizing the channels for national savings to be converted into capital,and improving the level of human capital in state-owned enterprises.Finally,this dissertation puts forward some feasible policy suggestions to optimize the development path of state-owned enterprises,which are speeding up the training of technicians of state-owned enterprises,optimizing the governance model of state-owned enterprises,upgrading the industrial structure of state-owned enterprises,speeding up the reform of mixed ownership of state-owned enterprises and building up a large-scale state-owned enterprises group with international competitiveness.
