In the 21 st century,the "Maritime Silk Road" initiative has received a lot of attention from the society since it was put forward.The academic circles have carried out numerous studies on how to construct the "Maritime Silk Road" in the 21 st century.The current academic community has basically reached a consensus on building a strategic fulcrum to protect the safety of the “ Maritime Silk Road ”.However,due to the large number of countries along the “Maritime Silk Road,” countries have great differences in the political,economic,and cultural fields.The area along the route is also a geopolitical hotspot and stakeholders are spread all over the world.In such a state,there is a difference in academic understanding of strategic fulcrum.Based on the elaboration of the connotation of the strategic fulcrum,this article redefines the selection criteria for strategic fulcrums in terms of location requirements,strategic needs,and geopolitical relations,and comprehensively analyzes the construction of the “Maritime Silk Road”.The geopolitical risk and strategic fulcrum along the line have important strategic significance for the construction of the“Maritime Silk Road”and proposes to use Cambodia,Malaysia,Indonesia,Burma,Sri Lanka,Maldives,Pakistan,Djibouti,Kenya and Tanzania as the strategic fulcrum of China.He also analyzed the national considerations of choosing the10 countries as the strategic fulcrum of China from the perspective of the geopolitical values of the 10 countries and the development status and prospects of bilateral political and economic relations.Finally,on how to build the 10 countries into China's strategic fulcrum,we will propose countermeasures and suggestions from six perspectives: Gradually develop,steadily advance;handle well relationships with stakeholders along the route;build a military force with the strength of a country that is commensurate with China's status to provide security;strengthen economic and trade ties with strategic fulcrum countries,and promote the construction of a community of interest;The diplomatic approach is to strengthen mutual understanding among the people;to provide public goods along the route and create a responsible big country image.Expect to provide reference for the implementation of futurestrategies.
