The Silk Road Economic Belt In Qinghai Strategic Fulcrum

Silk road economic belt is a concept of economic development which based on the ancient silk road, east sustains the Asia-Pacific economic circle, west connects the prosperity of European economic circle, known as "the world’s longest and the most potential economic corridor". As the ancient silk road in qinghai "dao" and tangfangudao’s ancient and important node, qinghai province to the east and the west cultural exchange, civilization transfer, technical communication, commerce and trade circulation had a positive role and important influence. Now, in the context of nation-building era of the silk road economic belt, how to seize the opportunities for development, based on their own, accurate positioning, give full play to comparative advantages, and actively into building economic zone among the silk road, is a major issue and the reality facing the future development of qinghai, which is very important.Based in qinghai province, facing the silk road economic belt, this paper grasp the regional development advantage, proposed that "qinghai should play an important strategic pivot in the silk road economic belt" development orientation, and creatively put forward the qinghai "the fulcrum system", construct the theoretical framework of the silk road economic belt with qinghai strategic pivot, ie two oriented, three open pivot, three regional fulcrum and five strategic fulcrum fulcrum. Two oriented means that qinghai should faces to west along the silk road economic belt in central Asia, west Asia, south along the Qinghai-Tibet railway to South Asia, to build the South Asian Continental Bridge. Three open pivot refers to qinghai should rely on "China(Qinghai) International Halal food and products exhibition", "China(Qinghai) Tibetan Carpet International Exhibition and Silk Carpet Exhibition Fair", "Tour of Qinghai Lake International Road Bicycle Racing" three open platform, positively implement of opening facing Central Asia, South Asia and other countries, push qinghai province and the pragmatic cooperation of countries along the silk road economic belt, qinghai to seize development opportunities, firmly established strategic fulcrum. Three regional fulcrum means qinghai shall present the sanjiangyuan region, qaidam area, xining and its surrounding areas as strategic fulcrum in qinghai region, for the construction of strategic fulcrum to build good spatial carrier. Five strategic fulcrum, namely the selection of traffic infrastructure, dual nuclei urban, industry development, national culture and ecological environment as the silk road economic belt in qinghai strategic fulcrum. No matter two oriented, three open pivot, three regional fulcrum, they need to develop specific strategies fulcrum as the basis, so, this paper emphatically discusses the five strategic fulcrum. Finally, this paper targeted put forward the strategic fulcrum of the silk road economic belt in 1inghai implementation path, which has a strong practical significance.The innovation of this article embodied in theory viewpoint, the pattern to build strategic fulcrum and countermeasures,its practical significance is under the guidance of economic theory, put forward insightful, targeted, high maneuverability of opinion and suggestions through in-depth research and scientific planning, provides theoretical support for qinghai smoothly into the construction of the silk road economic belt and offer decision-making basis for the local Party committees and governments.
