Studies On Policy-based Agricultural Insurance Development In Hebei Province

Policy-based agricultural insurance is an important policy put forward by China to support the development of agriculture-related industries,to increase the income of farmers,to stabilize rural areas,and to eliminate agricultural taxes,to subside well-planted seeds and comprehensive subsidies for agricultural resources.The introduction of agricultural insurance and its market application provided the economic support and the material security for farmers who lacked experience and had a weak economic base.The policy-based agricultural insurance in Hebei province began to be implemented in 2007.After 11-year operation,a fixed model has been formed and certain achievements have been achieved.However,there are still many risks in the management mode,financial support strategy,supervision system,risk regulation and things like that on policy-based agricultural insurance in Hebei province.These problems to a certain extent hindered the healthy development of Hebei province policy-based agricultural insurance.Hebei province is one of the largest province with agricultural resources,which is an important granary base in China.Affected by the specific geographical environment,the government tried to ensure the increase of grain production and income,to make farmers obtain more tangible benefits,to realize the Party's "three peasants" and peasant policies better,and to implement the spirit of the Central Committee of the Party basically.Three ways ought to be carried out: the insurance body,the government,and the peasant households so as to strive to change the gap in agricultural security.Based on the research of agricultural insurance at home and abroad and the investigation of the status of policy-based agricultural insurance in Hebei province,the factors and problems affecting the policy-based agricultural insurance in Hebei province was analyzed in this paper with theory and practice combination,the countermeasures for the development of policy-based agricultural insurance in Hebei province were proposed.We will strive to achieve win-win results in order to promote the well and fast development of agriculture in Hebei Province.
