This paper will use literature method and practice method and multidisciplinary cross research methods from the historical position of the enterprise registration system, the new enterprise registration system of real property, focus on analyzing the reality of the reform, and put forward some feasible suggestions according to the actual survey, in order to help decision-makers as soon as possible to understand the situation, timely adjustment of the direction and depth of the reform, reasonable definition of the government and society, government and enterprises the right(power) boundary, to further optimize the business environment, promote government regulation from focusing on the prior approval to focus on after the regulatory change, construction of "legal, civil rights,serve" type government to achieve the stated goal of the central government reform of administrative examination and approval system.
