Research On Key Project Management At County Level

The report of the Seventeenth National Congress of the Communist Party of China(CPC)put forward that "it is necessary to speed up the reform of the administrative system,to build a service-oriented government" and to strengthen the government's social management and public service functions.The report of the Nineteenth National Congress of the CPC stressed the need to deepen the advancing reform to delegate power,streamline administration,optimize government services,and take the development of service economy as the center.Local governments should give play to the role of government guidance,regulation and service,and optimize the business environment.Under the severe economic situation,to improve the construction of key projects is the most direct and effective way to keep the economy developing steadily and rapidly.However,the current key projects are restrained by examination and approval procedures,funds,land use and other factors in the construction process.Therefore,how the government helps the project unit to solve the various problems encountered in key projects and promotes the project to develop well and quickly is an urgent subject to study.As a traditional agricultural county,Y County's industrial development started late.In recent years,Y County insists on firmly establishing and practicing the concept of "developing the county by industry and strengthening the county by industry",puts great effort into the development of the project construction,and makes some attempts and explorations in promoting the management of the key projects,but there are also some problems.For example,on management institutions: the unreasonable establishment of the organization and the lack of professional project managers;on the examination and approval,the inadequacy of one-stop service,the low utilization ratio of online examination and approval,the unfair risk in the process of simulated examination and approval,the imbalance between project examination and approval and supervision;on financing,the key point on the central financial fund,high threshold for the support of financial industry,enterprise's weak ability to raise funds and the limited financing forces of local financing platforms;on the land use,the insufficient construction land index,the wasted project land resources,and the phenomenon of preventing the construction in the process of demolition;on supervision,the insufficient execution of project supervision,the lack of effective supervision on the problem of corruption and the supervisor's low professional literacy.Therefore,under the background of the construction of service-oriented government and the e advancing reform to delegate power,streamline administration and optimize government services,this paper,guided by the theory of new public service and the theory of holistic governance,combs the research literature of promoting key project management at home and abroad,select Y county as a national poverty county for empirical research.Based on the case data,this paper analyzes the key projects and their management situation,problems,puts forward the feasible path of key project management,that is: integrate the existing forces to set up a specialized project management bureau in Y county;establish the examination and approval mode with the administrative service hall as the main body,the investment online examination and approval supervision platform as the main body and the lack of management as the auxiliary to simplify and standardize the whole examination and approval process;expand the investment and financing channels of the government,banks,enterprises and the society;multiple measures to protect project land use indicators;establish a full-covered information-based project supervision system.The innovation of this paper lies in: first,based on the actual situation of Y County,through the study of the outstanding problems urgently needed to be solved in the key project management of Y County,the paper puts forward some suggestions for the key project management in Y County.Therefore,the proposal has great feasibility.The second is to select Y county,which has a weak industrial foundation,as a case study,which to some extent makes up for the lack of empirical research on the key project management problems at county level.
