21 centuries is the age of knowledge economy,the human resource will become the most important resources.Only owned high quality workforce,the enterprise can gain advantage in the fierce competition market.After China's accession to WTO,state-owned enterprises are facing both domestic and overseas competition.Currently,human resource management in enterprise is becoming increasingly important.the expenditure of human resources is increasing,effective management of human resources and strict cost control have become an essential issue for the state-owned enterprise to occupy the market.In contemporary economic globalization,human resource cost control is a new management concept of human resources which is proposed under the background of increasingly fierce competition among the enterprises,which reflects qualitative analysis of the traditional human management attention steering to quantitative analysis for modern human resources management attention,and the essence of the idea is to pass on labor resources input-output efficiency management to improve enterprise human resources management scientific.In market environment,the cost advantage is the key to the enterprise survival,and simple qualitative management has can not satisfy the needs of the development of the enterprise,the enterprise unifies qualitative analysis with quantitative analysis,can be established scientific human resource cost control system.The market competition is cost match-up.Facing the fierce market competition,implementation of low-cost development strategy in China petroleum and petrochemical enterprise is the only choice.In other words,the enterprises seek higher economic profit through reducing costs to achieves the survival and development.In petroleum and petrochemical enterprises,the three greatest factors to impact cost are resources,technology and human cost,In fact,Chinese petroleum and petrochemical enterprises are difficult to have overall competitive advantages in resources and technologies,so another important factor to affect cost,which is human resource costs management,is a most real effective approach in present " cost effectiveness "over a period of time.JZSH is a large enterprise in Petrochemical fuel industry.Due to the particularity of its industry environment,intensive market competition,professional refining technology,it therefore has special requirements for human resources cost control.However,due to institutional constraints and historical issue,JZSH faces many problems regarding human resources cost control,which result in high cost of human resources,disorderly growth and low efficiency of business management.Therefore,the main purpose of this study is to understand the status of JZSH's human resources cost,analyze human resource cost control problems,so as to propose reasonable suggestions regarding JZSH's human resources cost control.This paper is divided into seven chapters.The first chapter presents the research background,purpose and meaning,research methods.The second chapter expounds human resource cost and human resource cost control concept and the related theory,and domestic and overseas human resource cost control situation.The third chapter analyzes the current situation and existing problems of JZSH company human resource cost control.The fourth chapter constructs enterprises human resource cost control system model from the two aspects of quantitatively control and qualitative control.The fifth chapter carries through empirical analysis about human resource cost control to JZSH company;The sixth chapter puts forward implementation measures and suggestions on how to optimize about human resource cost control to JZSH company,and assesses human resource cost control effect;Chapter 7 is conclusion.
