Analysis And Research On The PPP Model In The Early Implementation Of Local Infrastructure Projects In Henan

In recent years,with the sustained acceleration of local economic speed in Henan Province,construction investment involving major municipal roads,infrastructure support,urban water supply,environmental improvement,sewage treatment and other fields is also increasing.The conflict between the needs of economic development and local financial capacity restricts the development of local economy.Under the guidance of national policy,PPP model was introduced by local governments.Due to the unequal information and management model between government and social capital and the difference between local areas,the termination of PPP cooperation occurs frequently in the county and county-level cities with relatively weak financial capacity.This paper takes the pre-implementation period of local infrastructure PPP project in Henan Province as the research object,combines field investigation with theoretical analysis,collects actual PPP project operation data of relevant government departments,analyses relevant pre-implementation process and documents of PPP project,summarizes the pre-operation method and operation process of local infrastructure PPP project,and hopes to put forward feasible opinions and suggestions.Measures.Starting from the cooperative projects between the two sides,this party will analyze the problems in the early stage of PPP mode operation and study the reasons for the failure through sufficient investigation,respectively,from feasibility study,implementation plan preparation,financial affordability control and value for money evaluation and analysis.This paper puts forward some reasonable operation methods and Countermeasures on how local governments use policies in actual management,carry out relevant work and improve the attractiveness of projects,so as to maximize the utilization of public financial resources,absorb the input of social funds,and how social capitalists follow the custom in their native places,so as to get out of a tool under the guidance of national policies.The operation mode with local special conditions can achieve win-win situation for both parties or multi-parties.Based on the practical operation of local infrastructure projects with PPP model,this paper focuses on the analysis and research of problems in the early stage of implementation,and then obtains some feasible measures and methods suitable for local projects.
