Agriculture is not the first sector of our country, but also the rural industry base. The improvement of overall agricultural production capacity largely depends on the rural water utilities development. It can be said that the rural water conservancy construction is the necessary conditions for agricultural productivity, efficiency and rural incomes. It helps farmers improve living standards and qualities, and it is also an important guarantee for the rural ecological environment. Especially small-scale irrigation and water conservancy construction, which known as the last mile of farmland water conservancy projects, actually covers all irrigated farmland, drainage area, and dry farming irrigation area in China.Since 1949, China has carried out a lot of investment in water infrastructure construction. After 60 years of effort, water infrastructure network of major agricultural production areas has been built initially, rural water infrastructure subsystem increasingly rich content. But at present, the supply of small-scale irrigation and water conservancy facilities can not kept pace with the rapid socio-economic development. Due to the lack of public financial support, single mode of financing, management system blocks, and responsibilities and rights unclear, Small-Scale Farmland Water Conservancy Facilities have problems like equipments obsolescence, renovation lag, flood control and water-logging low ability.From the demand point of view, with the rapid development of agriculture and rural economy, farmers’ needs become more diverse. In this context, study on the needs of small-scale irrigation and water conservancy facilities has important significance. On the one hand, it can truly reveal the preferences of the farmers, making the financial funds be used wisely. On the other hand, supply and demand balance is the best state of the market. Only with an accurate understanding of the needs of small-scale irrigation and water conservancy facilities, providers can make a more accurately determine. This contributes to mobilize the masses’ enthusiasm, improve participation of private capital. However, due to the subjective understanding of farmers is not strong, the expression of poor access to information, the real needs of the farmers can not be passed to supply policy makers efficiently, which makes the supply and demand of small-scale irrigation and water conservancy facilities imbalance.Therefore, this article will be base on public goods balance theory, hierarchy of needs theory, asymmetric information theory. Firstly summarizing supply modes change of small-scale irrigation and water conservancy facilities, combined with the national macro data and the micro data of Rudong, Jiangsu Province. The author analyzes the small-scale irrigation and water conservancy facilities supply Situation and its influencing factors. Then, according to the demand characteristics and the farmers’ demand for the status quo, makes the Logit Model to research. Making government-led supply and demand of farmers considered together, puts forward a series of suggestions to solve the problem of uneven supply and demand. Through the perspective of the government’s macro-effective and the choice with the true wishes of farmers, the author hopes can provide some basis to improve China’s small-scale irrigation and water conservancy facilities supply efficiency, and stimulate farmers invest and built more actively.
