Study On The Improvement Of Financial Investment Projects In Beijing

With the sustained and rapid development of China's national economy,the revenue and expenditure of the public finance are constantly reaching a new high,and the funds of the financial investment projects are growing rapidly year by year.Therefore,the supervision and management of the financial investment projects is more important.Financial investment appraisal is a professional examination,analysis and evaluation of government-invested construction projects,a reasonable verification of project investment,a basis for government financial departments to issue project expenditure budgets,in order to give full play to the use efficiency of government financial funds,and through the project construction management results and production after the completion of the project.The social and economic benefits of students are comprehensively analyzed and evaluated,and policy decision-making basis is put forward for the implementation of macro-control of national economy,so as to strengthen and improve investment management.The evaluation of financial investment projects plays an irreplaceable role in guaranteeing the quality of government investment projects,improving the efficiency of financial investment and ensuring the standard operation of investment.This paper mainly studies the evaluation mode of Beijing's financial investment construction project,including the scope and content of the evaluation,the organization and working procedure of the evaluation,and the evaluation method,and carries on the case analysis of the seismic strengthening and reconstruction project of Beijing Geriatric Hospital which I participated in,through the management mode of Beijing's financial investment evaluation,etc.This paper makes an analysis and compares the basic practices and successful experiences of other developed countries in the government investment supervision and appraisal system,summarizes the main problems involved in the appraisal scope,information construction,cost management,archives management and performance expenditure management of Beijing's investment appraisal work,and puts forward that the financial appraisal should expand the scope of appraisal and finish.To improve information construction,full coverage of cost management,optimization of archives management,establishment of performance expenditure management and other countermeasures,and explore and study the development direction of future investment evaluation.
