In our country, with the reform and opening up, every year the central and local finance invested on the infrastructure construction increasing very fast. In order to strengthen the supervision and management of financial funds use, since 1999, from the central treasury to the local financial authorities at all levels, have been established the assessment of financial investment institutions. The current assessment of the financial investment management exist many weakness. For example, the system is not perfect and standardized, the review is not strong enough, and can not cooperate with the budget management. It make us to found a new mode for the financial investment evaluation managementThe State Ministry of finance have not made a unified regulation on the setting of organization, the management system and the operation mode. Therefore, the scope of the review is difficult to implement. It lead to a considerable part of the financial investment construction project cannot be brought within the scope of the financial investment evaluation. It seriously restricted the role of finance investment evaluation work.This paper mainly carries on research and discussion on the emergence of financial investment in basic construction projects evaluation work in the problems, and puts forward the corresponding method.
