Research On The Cooperative Governance Of Yangtze River Delta City Group

With the constantly improving level of opening to the outside world,increasing number of population and higher economy growth since the reform and opening-up policy,problem of the ecological environment is more and more serious in our country,and starts to take on the characteristics of the regional and complexity,the traditional "fragmented" local governance mode cannot satisfy the need of environmental governance,intergovernmental cooperation has been paid more attention by local governments and scholars.The benefits of "1 + 1 > 2" mode of regional governance also has received recognition.As the basic logic “Literature Review,Status Measurement,Impact Factors model Establishment,Model test and Recommendations”,this paper takes the Yangtze River Delta city group as an example,collecting environmental data of 26 cities in 2007-2016,calculating the degree of order of 26 cities and synergy degree of three regions in Yangtze River Delta city group.Then establishes an index system of coordination degree of influence factors,using Stata panel data regression analysis the influence factors of collaborative degree,And then put forward relevant opinions and suggestions.First of all,based on the theory of environmental economics,new economic geography and public administration,this paper reviews domestic and foreign literatures in ecological civilization,intergovernmental relations and collaborative governance,finding that qualitative research is very little and it's basically at the stage of theoretical analysis,and intergovernmental cooperation research in the framework of geographical economics is rare.In view of the availability of data,study of the governance of collaboration between prefecture-level cities is little.This paper argues that the cooperation between local governments and other related subjects affects the urban environmental governance,and the degree of collaboration between cities also determines the effectiveness of environmental collaborative governance to some extent.Therefore,this paper takes the Yangtze River Delta as an example,studying the related issues of ecological environmental management and intergovernmental cooperation by combining theory and empirical analysis.Secondly,it analyzes the ecological environment situation of the Yangtze River Delta city group.The pollution of fresh water resource and offshore waters are serious,environmental governance is urgently needed! Due to the strong liquidity of water and air,water pollution and air pollution has strong externality,the governance of a single local government is limited.Again,this paper analyzes the process of collaboration governance in ecological environment of Yangtze River Delta city group,finding that it has a long history of cooperation between cities in this area,originally cooperation in pure economic,then gradually extends to the infrastructure construction,science and technology development and environmental protection and other aspects.After years of development,the environmental cooperation governance of the Yangtze River Delta city group has also achieved a certain scale,with increasing cooperation bodies and deepening cooperation scope.Then,it establishes evaluation indicators system of environmental protection coordination degree of Yangtze River Delta city group,uses complex system model to calculate and analyze the degree of order of 26 cities and synergy degree of three regions in Yangtze River Delta city group finding that,in the past decade,the degree of order of 26 cities rose steadily,environmental governance made for the direction in order.At the same time,the development status of the three regions' synergy degree is also similar,which basically presents three stages of a significant shock,small range fluctuation,rising slowly,indicating that the environmental cooperation governance of the Yangtze River Delta city group has achieved initial success.Then,this paper selects appropriate index system to do regression analysis the influence factors of collaborative degree by using panel data.We found that the influence factors of different regions of environmental protection coordination degree are not identical,the industrial structure,regional openness and population culture quality has great influence on Hangzhou Bay city group environmental protection coordination degree;The government action plays an important role in Taihu lake drainage area.The degree of environmental synergy in the development along Yangtze-river is more easily affected by the level of economic development and the government's behavior.Finally,according to the status quo of cooperative governance of the Yangtze River Delta city group and the conclusion of this paper,relevant policies and suggestions are proposed for the environmental governance of the Yangtze River Delta city group.In view of the insufficiency in this paper,further improvements are proposed.
