The fluctuations of market and the changes in the global trade environment in the past several years have brought new challenges to state-owned enterprises(SOEs)in terms of market selection,industrial chain capacity improvement,operation optimization and innovation breakthrough.As a new type of overseas investment business,the construction of overseas science and Technology Parks has also attracted the attention of state-owned enterprises in China.On the basis of combing the development context of overseas science and technology parks,we explored the construction mode of overseas science and Technology Parks from the three dimensions of location selection,investment and development mode,and tries to establish an analytical paradigm for the construction mode of overseas science and technology parks.Then we took Malaysia science and Technology Park as an example,demonstrated the superiority of the Malaysia model.The possible innovations of this paper lie in: firstly,on the basis of summarizing the literature,four construction modes are put forward,namely,government-led construction mode,enterprise-led construction mode,university or scientific research institution-led construction mode and Government-Industry-University-Research cooperation construction mode;secondly,when analyzing the influencing factors of construction mode,we should put them into practice.It is divided into economic factors,natural conditions,scientific and technological factors and policy support,and an analytic hierarchy process model is established to analyze the influencing factors of different construction modes.The results show that first,different technology parks can have different construction modes.Secondly,in view of the construction mode of Malaysian Science and Technology Park which has not yet been completed,this paper,through a specific analysis of the construction conditions of Malaysia,proposes to adopt the enterprise-led industry mode supported by the government,that is,under the two governments' key support and incentive policies which can provide some tax and financial incentives for the enterprises stationed in Malaysia.With three enterprises and certain background requirements,a joint venture development enterprise is established to invest and manage the science and technology park.In fact,the joint venture will divide its work according to the enterprise characteristics of each enterprise,and make Malaysia Science and Technology Park into a world-class science and technology park through the mode of "integration of production and city".
