The impact of economic globalization and international trade on a country's economic growth and technological progress is difficult to clarify.Import trade brings competitiveness and diversity to the domestic market, enabling consumers to enjoy better quality at lower prices. On the other hand, export trade has opened up a larger market for domestic products, and has promoted the optimization of resource allocation and market expansion of domestic enterprises. At the same time,it also provides domestic enterprises with access to advanced foreign management experience and production technology. As an increasingly important part of international trade,high-tech products have gradually increased in the proportion of China's import and export trade. This paper makes use of the high-tech foreign trade data and foreign direct investment of 31 provinces, municipalities and autonomous regions from 2011 to 2016 to explore whether the import of high-tech and foreign direct investment has significantly promoted the improvement of local independent innovation capability. At the same time, the data is divided into data from the eastern, central and western regions to explore whether there is a difference in the impact of high-tech imports on local innovation capabilities under different levels of economic development and industrial development. The results show that the import of high-tech has a significant impact on the ability of independent innovation in a region, and this effect has significant differences between the eastern, central and western regions. Therefore, the article suggests that under the existing international trade pattern,China should constantly improve the intellectual property system, enhance its independent innovation capability on the basis of absorbing foreign technology, and accelerate the circulation of domestic production factors to promote the balanced development of high technology in the eastern and western regions.
