Research On The Financial Dilemma And Countermeasures Of YJ County

From tax sharing reform to the comprehensive implementation of replacing business tax with value-added tax,the central government keeps pooling financial recourses to enhance its controlling force.During the process,there were endless financial difficulties happened in villages and towns,the most prominent issue is the out-of-balance between the authority power and the financial power.In the 19th CPC National Congress,rural revitalization strategy was confirmed to start.In 2018,national tax bureau and Local tax bureau,provincially and under-provincially,will be combined together through the reform of tax collection and management system.The combination of provincial level and urban level which are listed is finished on Jun 15^th.The combination and reform measures of other urban level and county level will be done before Aug.In the present situation,township finance is facing new chance and challenge.This research aims to figure out reasons and solutions for the financial difficulties happened in villages and towns,so as to better achieve a sustainable financial development there.By literature review and survey,this research try to understand the current financial status of China's township,to know more about the prevalent difficulties and the solving ideas which were already identified.This research give a comprehensive analysis of financial status of YJ County,list the development process and features of financial system in YJ County.By taking the four characteristic and representative villages and towns in YJ County as research objects,it concluded the financial loss of power,unbalance of financial power,difficulty in controlling income and expenses,the gap between revenues and expenditures relies on financial disclosure and other dilemma for the unsustainable development,and meanwhile found the reasons for financial dilemma in the villages and towns of YJ County.The first is defects in financial system.The second is asymmetry of financial right and authority of office in villages and towns.The third is insufficient development of economy in villages and towns and unstable growth of financial incomes.The fourth is weak construction of financial teams in villages and towns.Afterwards,based on these reasons,this research proposes measures in four aspects to solve the financial difficulties of the township:1)to improve the financial system of townships and to mobilize the enthusiasm of financial management of township governments;2)to standardize transfer payments and reinvigorate the state-owned assets;3)to create a talent reservation environment and stabilize the township financial team;4)to increase revenues and reduce expenditures,strengthen post-fiscal development,and save financial administrative expenses.
