Research On The Financial System Of The Township Of The Minority Areas

The financial system of our country has five 5 classes, the rural finance in the rural areas is the basic one. The setting of the rural finance is very important to the vast rural areas, and it is common in other countries around the world. The rural finance provides instructions for farmers, and run the rural matters. The rural finance is also related to the country's economy, development and rural infrustrament. Because of dualistic structure of our society and poverty of the rural areas, the rural governments'income and expense is deficit for many years. Especially after the reformation of the system of dividing taxes, the rural governments'finances are more deteriorated.Minority concentrated regions locate in the west of our country, and the economy is less developed than other parts of China. The situation of Minority region's finance has its own characteristics. The article is to figure out Why Minority region's finance has difficulties, and how to deal with these difficulties. This artical focuses on these prolems.This article is divided into four parts.The first paragraph is the introduction. In this part, it illustrates the background information, purpose and methods of writing this article, and also presents the theories of fiscal of the predecessors demestic and abroad.The second part introduces the function of the rural finance in Minority regions. In the Minority regions, the population and GDP of the rural areas is more larger than in the city. Because of the history , the economy of the Minority regions is less developed. As the allocatees of resourses and finance, the finance of the rural areas is the key in rural areas'development. This part summarizes some functions of the rural finance: providing the infrastruction,boosting the development of the local economy,making the local people break away from poverty,the comity of society of the Minority regions.The third part illustrates the difficulties of the rural finance of Minority regions. The difficulties summarize like these: after the reformation of the system of dividing taxes, the rural finance's affairs can't equal to the financial resourses; there is no real reformation of the system of dividing taxes below the province; the information about finance can't tansfer clearly because of many classes of the government; the population of the poverty is so large in the Minority regions; the amount of the transfer payment doesn't be able to let Minority region catch up with the developed regions.The fourth part illustrates the suggestion about how to deal with difficulties of the rural finance of Minority regions. The suggestion includes five parts: quickening the pace of the reformation of the system of dividing taxes; reducing the classes of the government; changing the methods of providing infrastruction in rural; accelerating the building of the capital market in rural areas of Minority regions; perfecting the system of"Village-finance-supervised-by-county".This article does the research by collecting the referances,figures and examples. After analyzing the difficulties of rural finance of Minority regions, this article gives some suggestion.
