Research On Technology Transfer Project Selection In Intermediary Service Company

Hundreds of invention patents in universities and research institutes cannot be fully utilized and transformed into economic value every year.However,due to the lack of patent theory and technical support,enterprises have almost no change in production process and production efficiency for several decades.The current "new and old kinetic energy conversion" idea proposed by the government helps new technologies in universities to be delivered to enterprises.There are many researches on technology transfer projects,but most of them are from the perspective of technology donors or technology receptors,and study the factors affecting the efficiency of technology transfer,or the system of technology transfer.However,with the development of related industries,technology donors such as universities lack understanding of the laws and policies related to the transfer of patent ownership and use rights related to technology transfer.It is difficult for enterprises as technology demanders to understand the current research of university laboratories.The technical level requires the intermediary department as a bridge for communication,reducing the cost of technology transfer,improving conversion efficiency,enhancing mutual understanding of technology,finding the most suitable transfer carrier for technology,and obtaining benefits from it.Intermediary service companies need to select a number of projects to find the most suitable projects for the company's service capabilities,future economic and social benefits,and there is need to research on technology transfer project selection from the perspective of intermediary service companies.Firstly,it sorts out the existing literature from the aspects of technology transfer,project selection and multi-criteria evaluation method as the basis of the overall framework of this paper laying the foundation of the full-text research,exploring the research value,and improving the scientific and theoretical nature of this paper.Secondly,it summarizes relevant indicators,including technical,economic,environmental and other perspectives from the literature,and then invites experts to understand the specific situation of the industry and intermediary service companies,delete and supplement the initial indicator system,and form an intermediary project selection indicator system from the perspective of service companies.On the basis of the indicator system,it chooses the Best-Worst Method as the project selection method,combines the indicator system with the method,determines the project selection process,and uses the model to provide the basis for project selection.In order to verify its validity and feasibility,the specific case of TY company was introduced to carry out the actual operation of the model.In the process,the model was further modified,and the result of project sorting was obtained.Based on the specific situation of the intermediary service company,the suggestions for relevant decision-making were provided.The conclusions drawn in this paper are that the intermediary service company project selection index system pays more attention to the stakeholder relationship,and the project process needs to pay attention to the role of stakeholders;the BWM-based project selection model is highly operable and helps to improve the company's current question that project selection process is more subjective.The innovation of this paper is to enrich the research on technology transfer project selection.Current research is mostly based on the performance and transformation efficiency of technology transfer projects from the perspective of technology donor or receptor.With the urgency of technology transfer,the role of intermediary companies is more and more important.The project selection from the perspective of intermediary companies is different from other entities.This paper analyzes the technology transfer project selection indicators related to the intermediary company,which can lay the foundation for future research,designs the project selection model in line with the enterprise,combines the BWM method with the expert evaluation method,and proposes a system for project selection.The standards and processes selected by the experts can be used as materials for specific work standards and work process development.It is recommended that the company establishes an expert selection database to facilitate screening and establishing long-term cooperative relationships with experts.In the future,the indicator system can be continuously supplemented by the development of the industry.As the number of projects undertaken by the intermediary service companies increases,the research can be further carried out by means of simulation and mathematical statistics.
