Research On The Optimization Design And Implementation Of Technology Transfer Service Platform In Weihai

Technology transfer is important means of independent innovation,also a key link of constructing an innovative country.It's important for prospering the technology market to promote technology transfer.Small and medium cities with dispersed scientific and technological resources,especially Weihai oriented to an innovative city,may build a technology transfer service platform to reasonably allocate existing scientific and technological resources,establish channels for information aggregation and supplier and demander connection,increase the success rate of technology transfer,and improve the independent innovation capability and regional innovation capability of local enterprises.Currently Weihai technology transfer service platform is still in the early stage of construction,there are many problems,customer satisfaction is not very high,and the requirements of public service platform constructed by the government have not met.The design shall be optimized to solve the problems of the service platform and promote the implementation of technology transfer in Weihai.First,we took the design of Weihai Technology Transfer Service Platform as entry point,review the research on relevant domestic and foreign literature,analyze the literature of technology transfer and project management,explore theoretical and practical basis of optimization design for Weihai Technology Transfer Service Platform Project;next,introduce the functions and achievements of Weihai Technology Transfer Service Platform,use questionnaire survey method to obtain initial data of existing platform problems,the major problems are website function unitary,insufficient resource convergence,low enthusiasm of technology transfer etc;further analyze the causes of the problems: lack of management organization,lack of system resource aggregation function,incomplete business process management mechanism and lowlyofthe enthusiasm of all parties involved;thirdly,oriented to problems,in combination with the latest needs survey of enterprise for science and technology resources,put forward service platform functional optimization design scheme.Carry out specific optimization design from project proposal to project needs survey,propose specific design scheme in three aspects,i.e.comprehensive system functions,rational business process and scientific performance evaluation;finally,carry out project implementation according to the design scheme.Including optimization scheme implementation,project improvement stage and project safeguard measures.It is found through trial run of the platform that service efficiency of the platform may be enhanced significantly.
