The development of China's rural financial market has long been constrained by the financing difficulties.How to alleviate the financing difficulties of farmers has become the key to further stimulate the development potential of China's rural finance.The emergence of mortgage loan policy of rural contracted land management right in China provides a new solution to ease the financing difficulties and difficulties of farmers.The new policy gives farmers the right to use the land management right mortgage loan,makes the precious land resources break the shackles of the past can not be mortgaged,and increases the possibility of obtaining funds in rural areas.Now,the rural contracted land management right mortgage loan pilot work has been carried out for many years,from the results of the pilot work,rural contracted land management right mortgage loan policy to help farmers financing,increase farmers' income,promote rural economic development,promote agricultural production has produced a positive effect.Based on the theory of rural land property right and land rent price,this paper takes Suibin County of Heilongjiang Province as the research object and summarizes the concrete concepts of rural contracted land management right and rural contracted land management right mortgage loan after reading and searching a large number of documents.This paper makes a concrete understanding of the pilot work of the mortgage loan of the right to the management of rural contracted land in Suibin County,analyzes in detail the evolution process,operation mode and specific situation of the mortgage loan of the right to the management of rural contracted land in Suibin County,summarizes the achievements of the pilot work in Suibin County,and puts forward the problems existing in the pilot work of Suibin County,including the banks.Five problems exist in the financial institutions,such as the reduction of credit supply,the difficulty in disposing of mortgages,the slow progress in issuing certificates after land ownership is confirmed,the urgent need to improve the construction of farmland property rights transfer platform,and the lag of risk mitigation and allocation mechanism.Through on-the-spot investigation,literature consulting and interview,the paper finds out the influencing factors of the mortgage loan problem of the rural contracted land management right in Suibin County,including legal factors,farmers' own factors,institutional factors,relevant supporting measures of the transfer of rural contracted land management right,and financial risk factors.Finally,combined with the results of the previous analysis,it is proposed that the improvement of the rural contracted land management right mortgage loan in Suibin County needs to improve the rural contracted land management right mortgage loan system,develop the rural contracted land management right circulation related services,establish the contracted land management right mortgage risk prevention mechanism,popularize and improve farmers.Improve the understanding of the policy,improve the relevant laws in five aspects,thus conducive to the Suibin County rural contracted land management right mortgage loan promotion.Through the empirical analysis of the experimental results of the rural contracted land management right mortgage loan in Suibin County,a poverty-stricken county at the national level,this paper finds out the characteristics,advantages and disadvantages of the rural contracted land management right mortgage loan,and explores how to better carry out the rural contracted land management right mortgage loan in economically underdeveloped areas,in order to promote agriculture.The experimental results of rural contracted land management right mortgage loan provide a theoretical basis,to a certain extent,to promote and enrich the study of rural land finance theory.
