Study On Problems And Countermeasures Of PPP Model In Sewage Treatment At The Operation Stage

At present,the government is vigorously implementing the PPP mode in the sewage treatment industry.PPP model is an important tool to unite government and social capital,concentrate the resource advantages of both sides,and solve the problems of sewage treatment projects together.Under the PPP model,the government and social capital are partnerships,equal status,equal rights and obligations,sharing risks and benefits.The application of PPP model has great advantages in alleviating the pressure of government funds,broadening the sources and channels of funds,improving the efficiency in the use of fund and optimizing social benefits.However,the promotion of PPP model in the field of sewage treatment still faces a series of problems,especially at the operation stage.The problems that appear and exist at the operation stage are not limited in those caused by the operation management itself.The problems caused by the inadequate demonstration of earlier projects,design errors and construction deviations often break out in the operation stage.In this paper,the problems and Countermeasures at the operation stage of urban sewage treatment factory under the PPP mode are studied.From the four aspects of operation mechanism,operation efficiency,operation benefits and operation effect,this paper makes a concrete analysis of the existing problems and causes in the operation stage.On the basis of studying the successful sewage treatment PPP projects at home and abroad,the advantages of PPP model are fully displayed in partnership,benefit sharing and risk sharing.Some suggestions are put forward from six aspects: strengthening the common understanding of the concept of partnership cooperation,improving the spirit of government credit and contract,perfecting laws and regulations and related systems,making preparations for early-stage risk control,promoting enterprise technological innovation and improving core competitiveness.
