Township Sewage Treatment Facilities In Santai County Of Mianyang Research On Project PPP Model

In the third Plenary Session of the 18 th CPC Central Committee,the party opened the curtain of the comprehensive deepening of the reform.The economic development of our country entered a new normal state,the economic structure was continuously optimized,and the tasks of changing the way,adjusting the structure,benefiting the people's livelihood and preventing the risk were arduous and heavy.Three counties in Mianyang have carried out the new development concept in depth and adhered to the development strategy of "Jinshan Yinshan Mountain is green water green mountain".A series of major reform and reform measures have been studied and formulated.Among them,the introduction and development of the PPP project is one of the important contents.In addition,the infrastructure of the three counties is relatively backward,which can not fully meet the level of economic development,the government's debt burden is heavy,the government financial funds can not be fully met,the government is not only out of capital construction,but also the management is more unrealistic.After considering all the three county governments,it is wise and correct to choose sewage treatment facilities as a developing PPP mode.On the one hand,strengthening the control of water pollution is an important "first battle" of the "three major campaigns",which shows the confidence and courage to resolutely win the hard battle;on the other hand,the sewage treatment project has a stable cash flow and is suitable for the operation of the PPP model,and the up-regulation of the sewage disposal fees in the future makes the sewage treatment project right.Social capital is more attractive.By systematically summarizing the concept of PPP model and its development course,this paper combs the successful experience of promoting the development of PPP mode at home and abroad.Through systematic analysisand prejudgement,this paper studies the hard exploration of the construction road of the township sewage treatment facilities in the three counties of Mianyang,and finally forms some conclusions and suggestions that can be replicated and popularized.
