The Study On The Evaluation Of Public Participation Capacity In Food Safety Management

It's said that “Safety is the first thing for food”.Food safety is very important to human survival and development.It directly affects people's health and life security,as well as the stable development for a country.However,in recent years,frequent food safety incidents have caused wide attention for both the public at home and abroad.The outbreak of food safety incidents,often affect in a wide scope,cause severe consequences and threaten the social stability.Therefore,it has naturally became the problem for the government on how to ensure the safety of food markets,and let everybody can eat safely.It is imminent for government to Strengthen food safety management,and public participation in food safety management becomes an important way.So,what it has been the important problem with practical significance on the influencing indicators of public participating food safety governance ability in China and how the public participation ability of food safety governance under the influence of these factors shows.This thesis first analyzed the concepts and the necessity of public participation by summarizing the former results at home and abroad,and illustrated the necessity of public participation in food safety governance based on the theory of government failure,participatory democracy and public governance.Secondly,on the basis of related literature at home and abroad,the principles and design ideas were determined and the index system was constructed by three first grade indicators and twelve secondary indicators.Then,the index system was analyzed by DEMATEL/ISM method,and the weight of indexes,the ranking of importance and the hierarchy were acquired.Finally,combining with the actual situation in our country,the capacity of public participating was evaluated by the cloud model.Results showed that the capacity of Chinese public participating food safety governance was “general”.In the end,in order to improve public participation in food safety management and the situation of food safety,the strategies on how to improve the capacity of public participating food safety governance were put forward.
