With the accelerating industrialization and urbanization, young and middle-aged rural laborers are gradually shifting to cities and towns.Agricultural production is subject to the double restriction of the “price ceiling” of agricultural products and the “floor” production cost, and farmers continue to face increasing pressure to increase their income. In response to the above problems, all local governments hope to solve the urgent needs by promoting the farmland circulation and promoting the management of largescale farmland. In the course of practice,it has gradually formed two modes of farmland circulation: market-led and government-led.Compared with market-led ones, the government-led farmland circulation has a fast flow and large scale due to the intervention of public power. However, because it violates the willingness of some rural households to move, farmers are forced to change their allocation of household resources, which in turn leads to household income.Change has occurred. Therefore, through microevidence,it is of great theoretical and practical significance to clarify the influence of government-led farmland circulation on the income of transfer households and objectively and accurately judge the advantages and disadvantages of this model and propose further improvements.Based on literature review and theoretical analysis, this artical compares and analyzes the impacts and differences between government-led and market-led farmland circulation on rural households' operating income, wage income, property income, and transfer payment income, and on the background of farmers' differentiation.Next,we analyze the impact of government-led farmland circulation on the income of three types of transfer households: purely rural households,part-time households, and non-agricultural households;and use micro-survey data to set government-led circulation households as experimental groups. The market-led circulation households were set as the control group, and empirical regression analysis was conducted using the double-difference(DID)model.The results showed that the per capita household income of the government-led farmland circulation households was lower than that of the market-led farmland circulation households.422.33 yuan, and per capita property income and transfer payment income were higher than the market-led farmland circulation households were 302.94 yuan,189.44 yuan. For different types of circulation households, the total household income and per capita transfer payment income of government-led pure agricultural households decreased by 27.17 yuan and 137.69 yuan, respectively, compared with the market-led ones. The per capita wage income of doubling households decreased by 679.41 yuan.Per capita property income increased by 81.45 yuan;nonagricultural households' per capita household income decreased by 1376.28 yuan, and property income increased by 16.64 yuan. The above results show that, compared with the market-led farmland circulation, the government-led farmland circulation in the sample area is not conducive to household income growth in transfer households, and it has widened the income gap in all walks of life in rural areas. Therefore,it is necessary to clarify the functions of the government in the farmland circulation, improve the efficiency of government implementation in circulation, adhere to the market mechanism as the orientation, stimulate the vitality of the rural land market, respect the willingness of farmers, and formulate differentiated farmland circulation and support policies.Gradually improve the rural social security system, solve farmers' worries and other aspects to optimize farmland circulation policy and promote farmers to increase income.
