| Since the reform and opening up,China's economy has developed rapidly and its GDP reached 82.71 trillion yuan at the end of 2017,making it the second largest economy in the world.However,in the past,the rapid development of economy mainly depended on the cheap labor and abundant resources,and the added value of products was low.The current traditional development momentum is weakening,the extensive mode of development cannot be sustained,and the industrial development needs new impetus.Scientific and technological innovation plays an important role in promoting industrial development.It can change the proportion of production factors and increase labor productivity,and promote the optimization and upgrading of industrial structure.At the same time,the technological innovation demand brought by industrial development can promote technological innovation,enhance regional and national competitiveness.More importantly,there is a coupling effect between the two,which influences each other and promotes each other.Whether this function plays a role not only determines the development of the national(regional)industry,but also determines the innovation capability and competitiveness of the country(region).From the perspective of system theory,this paper regards scientific and technological innovation and industrial development as two systems,and analyses the coupling elements,coupling dynamic mechanism,coupling mode and influencing factors of scientific and technological innovation and industry development.On this basis,the evaluation index system of scientific and technological innovation and industrial development is constructed,and the scientific and technological innovation strength and industrial development strength of the 30 regions of China in 2016 are evaluated,and the coupling coordination degree of regional scientific and technological innovation and industrial development is calculated.The results show that: first,the spatial distribution of scientific and technological innovation ability in China is uneven,the scientific and technological innovation ability of the eastern coastal areas is generally strong,and the scientific and technological innovation ability of the western region is generally weak;The industrial development level of the eastern coastal areas and the central and western regions shows a distinct gradient difference.Second,the regional differences in the coupling degree of science and technology innovation and industry development in China are obvious.In the eastern region,technological innovation and industrial development coupling are higher than those in the central and western regions.The regional differences in the coupling coordination degree of science and technology innovation and industrial development in China is equally large,and the high coordination coupling and extremely coordinated coupling area are mainly distributed in the eastern coastal area.However,the coupling coordination degree of 12 regions is low degree of coordination and coupling,mainly distributed in the West and Northeast China.Third,the reason for the low coupling of technological innovation and industrial development is that some areas are in low economic and social development level.In some areas,the relationship between innovation and industrial development is not handled well.Therefore,the paper puts forward some Suggestions to promote the coupling of science and technology innovation and industry development in China: Improving the regional technological innovation ability to promote industrial transformation and upgrading,deepen the reform of science and technology system,strengthen the tightness of the various elements of scientific and technological innovation and industrial development,increase the construction of the scientific and technological financial system,encourage the development of innovative and entrepreneurial activities,and create a good coupling environment for science and technology innovation and industry development. |
