Innovation is the major source to obtain competitive advantage for the firm,region and nation. Regional innovation system becomes one of the key research areasof region competitiveness. With further development of regional innovation system,the degree of interdependence and coordination in innovation behavior between thesubjects increase greatly, highlighting the similarity with natural ecosystem. Regionalinnovation ecosystem has become the focus of many researchers. The “regionalinnovation ecosystem”, around standardization strategy, is formed by knowledgealienation, symbiotic co-existence and co-evolution of Component/Module within acertain space. Enterprises are the most important subjects in the ecosystem. In the eraof technical standards as the high ground of competitive, the success of a region reliesmore on the collaborative R&D and technical standards cooperation between differententerprises than on the innovation success of a single one. Therefore, to measure andevaluate the technical innovation degree is of great significance.Based on the review of related literature on regional innovation ecosystem,firstly, we analyzed the formation and evolution mechanism of the ecosystem. Underthe combined effect of external and internal conditions, the ecosystem was formedand evolved towards the direction of technology patentization, modularity andstandardization. In essence, the ecosystem was a complex, technicalstandardization-oriented innovation system, R&D coupling, patent coupling andcooperative standards coupling were inevitable choices for innovation couplingbetween enterprises. They supplemented each other, extending the collaborativeinnovation behaviors from technical level to market level. Then, using the ideas andmodel of cooperative ecological theory, we built R&D investment dispersion, patentcoupling coefficient, standard coupling degree and mutualism coefficient to assess thetechnical coupling degree in regional innovation ecosystem from the perspective ofR&D coupling, patent coupling and standard coupling. Also, we built a modeldescribing the relationship between the technical innovation coupling degree andregional performance. Finally, we took Zhongguancun information industrypopulation as an example and conduct an empirical study on the degree of technicalinnovation coupling of this regional innovation ecosystem. We found that in thisecosystem, the degree of R&D coupling a single population was increasing, patent coupling coefficient rose after the first drop and mutualism coefficient was decliningover the time, as well as standard coupling degree was a little lower. We also foundthat the correlation coefficient between R&D investment dispersion and thetechnological progress of this population was highest, followed by the mutualismcoefficient. The patent coupling coefficient was the lowest.
