Intergovernmental Cooperation Strategic Research On Daqing-Anda City Integration Development

Now during the urbanization process of China,the economic connection between cites has been continually strengthened,and all kinds of social cooperation has been also continually increased.So the cooperation between cities has been continually deepened and strengthened.It will break the present situation of government management,every government works each for itself and fights each for itself.And then it will gradually form regional economic integration.In the process of the regional economic integration,the cross-regional problems have gradually been appeared,and they have exceeded the administration boundary,which needs cooperation between different governments.But because of many affective factors,such as the recent systemic inertia,the market competition,the resource scarcity,it does not form effective information platform,and also does not build dispute mechanism during the cooperation,which causes many cooperation problems between these cities.And these problems will result in the benefit distribution imbalance between cities.And then it will cause the regional economic contradiction.This is the main problem of the government cooperation.How to resolve these contradictions,bring about economic balance,and eventually form the regional economic integration,it is the main research object of this paper.This paper takes the Daqing and Anda of Heilongjiang province as an example,which have the same situation in many factors,such as economic,society and culture.This paper comprehensively analyzes some situations,including the city development,the regional economic integration,the city cooperation and so on.Then it reveals the city cooperation problems and difficulties.And on the basis,this paper puts forward cooperation strategy of two cities.It hopes to build the cooperation management mechanism between Daqing and Anda,change traditional concept of administrative region,build new regional concept,collaborate development concept,break the administrative region line,and last realize the development of the regional economic integration of Daqing and Anda.This has an important significance for improving the two city economics,social win-win outcome,and integrated development.
