| Industry is the foundation of the prosperity of cities and towns.If there is no industry as the motive force to support the economic development in a town,the infrastructure,the population development and the improvement of the people’s livelihood will not be discussed.In particular,the resource-based cities,with the help of natural resources with comparative advantages,make great efforts to develop industry,which leads to the backward development of agriculture,and the service industry can not keep up with the pace of industry.Because of the non renewable nature of natural resources,the resource-based cities and towns must carry out industrial transformation,technological innovation and product upgrading early,and support the development and expansion of alternative industries and new industries.Based on the existing research,this paper analyzes the mechanism of the three industries supporting the new urbanization,and constructs the evaluation index system for the three industries to support the new urbanization.The evaluation results using entropy method show that since 2010,the industrial support of new urbanization in Daqing has been gradually strengthened,but it has declined in 2015 and 2016.In 2016,the evaluation value of industrial support was higher than that of2015.The supporting power of the primary industry to urbanization has been increasing slowly year by year.The support of the second industry to urbanization was the largest,and the added value of industry,construction industry and agricultural product processing industry showed a downward trend compared with last year.In the case of the production reduction of agricultural production in the first industry and the decline in the output value of the second industry,the modern service industry is the greatest potential of the new type of urbanization industry in Daqing,and the evaluation value of the third industry is increasing year by year.In the process of building urbanization in Daqing,people’s well-being,environmental protection and population development indicators are gradually improving.In order to strengthen the industrial support of the new urbanization,Daqing should seize the favorable policy environment,actively develop the local agriculturaland sideline products processing industry,and strive to develop the food and agricultural and sideline products processing industry into an important pillar industry after the economic downturn of the oil industry,and strengthen the supporting role of the second industry to the new urbanization.Combined with the good foundation and resource advantages of modern agricultural development in Daqing,it promotes the integration and development of the 123 industry in rural areas,and strengthens the supporting role of the first industry to the new type of urbanization.Rural areas should be encouraged to increase farmers’ income and narrow the income gap between urban and rural areas through developing cooperatives.In the case of the strategic adjustment period of oil resources,the development of new industries and other non oil economies will be accelerated so as to restore the supporting role of the second industry to the new urbanization.We should encourage qualified companies to invest in rural areas and build labor-intensive industries and agricultural and sideline products in rural and rural areas,and provide jobs for local residents.The relevant indicators of environmental protection should be included in the investment promotion plan as an important evaluation standard for selecting,cultivating and introducing new industries. |
