Studies On Qinhuangdao's City Parking Management

With the development of our national economy and society,motor vehicle has become an integral part of the city residents' daily life.However,with the rapid expansion of the number of vehicles,and the behindhand mode of parking management,the parking problem is becoming more and more obvious,which affects the city environment and the quality of life of residents.Qinhuangdao is the first batch of open coastal city and a famous tourist city.Solving the parking problem can be not only the focus of urban public administration,but also can enhance the image of the city.It is necessary and pratical to carry out a law on parking management.Based on polycentric governance theory,the research has found the problems of Qinhuangdao parking lot,such as management confusion,the unsound systems of organization,the lack of management policy and poor management skills.At the same time,according to the research and analysis of the successful experience of the domestic and foreign existed,the method can be used to solve the parking problem in Qinhuangdao.In the end,the reasonable and effective advice is proposed on the value orientation,manage object,manage environment and manage methods.This paper applies polycentric governance to practical management issues,with the combination of theory and practice and the combination of behavior analysis and normative analysis.The management advice proposed in this paper can ease the parking problem in Qinhuangdao to a certain extent.Moreover,the research is significant for the legislation of parking management in Qinhuangdao.
