An Empirical Study On Performance Evaluation Of Fiscal Expenditure For Disaster Monitoring

It is a deep transition period of social economy in our country.Achievements and deep contradictions in economic and social development are mostly closely linked with finance.Behind the super-fast growth of fiscal revenue in more than three decades,the scale of fiscal revenue and expenditure is unbalanced,construction and investment are redundantly repeated,the government gets involved in the area of competition too much,and the lack or overabundance of funds is co-exist,arousing the public's query.It is objectively necessarily to promote financial performance evaluation.There are a lot of funds being invested in public finance projects every year.How to make good use of financial resources is an important issue for both government and academia.Performance evaluation is a process using the scientific,standardized assessment method,controlling uniform evaluation standard and index,based on the expected performance goals,to measure and evaluate the economy,efficiency,fairness of the process and result for a unit(department)or a behavior scientifically,objectively,comprehensively.Based on the performance evaluation of the ground subsidence geological hazard monitoring project in the Pearl River Delta and its surrounding areas,it is studied the status,characteristics and existing problems of this kind of financial expenditure,and some suggestions to improve the government's function and improve the government management performance are put forward.In this paper,from the core concept,the research methods such as literature research,comparative analysis,empirical research,qualitative analysis and quantitative analysis are used,the research results and practical experiences of the performance evaluation of financial expenditure are learned at home and abroad.Following the characteristics and actual conditions of the financial expenditure of the disaster monitoring category,the evaluation principle of "objective,fair,scientific and standard" was used to determine the performance evaluation index system of the financial expenditure of the disaster monitoring category.From the previous work(20%),the implementation process(30%)and the project performance(50%),there were 9 two level indexes,15 three level indexes and 18 four level indexes.According to the importance of various indicators and AHP analytic hierarchy process,we set the weight of indicators,and determine the scoring criteria and methods of performance evaluation index system.At the same time,the system is used to carry out the empirical evaluation of the ground subsidence geological hazard monitoring project in the Pearl River Delta and its surrounding areas,and to analyze the results of the evaluation,and then to put forward the thinking and countermeasures to improve the performance of the financial expenditure,providing reference for the relevant departments to carry out their work more pertinently.
