An Analysis Of The Trade Effect Of SPS Measures

After the Uruguay round,each country has taken SPS measures to reduce the risks of agricultural products and food trade to the health and safety of their people,animals and plants.However,the main developed countries also continue to take advantage of SPS measures to prevent the development of agricultural products entering the domestic market,making SPS measures become one of the most hidden non-tariff barriers.Consequently,China's agricultural exports also face severe challenges and impacts from foreign SPS measures.To solve this problem,the research has been focused on the impact of SPS measures on individual products,such as chicken,tea,honey,storage products,etc.,but there is a lack of research from the perspective of population and classification.In this,this paper described in the review of existing research and statistics based SPS measures China situation facing the export of agricultural products,exploits the expanded gravity model,uses the panel data of China's export to America,Japan,South Korea,the European Union and so on from 2006 to 2015,shows the empirical estimation of the impact of the SPS measure for the overall China and classification of agricultural products export,,reveals two kinds of differences of its influence on the primary and processed agricultural products exports,and puts forward corresponding suggestions.The statistical description of the status quo of the SPS measure shows that the SPS measures of Chinese agricultural products are mainly from developed countries,and the primary agricultural products are much more obstructed than processed agricultural products.However,the empirical results show that,in the short term,the SPS measures will have a hindrance to the overall export of Chinese agricultural products or the export of primary agricultural products.In the long run,SPS gradually showed a positive effect on the export of agricultural products in China.But there is only a weak positive relationship between the processing of agricultural products,both in the short or long term.Based on the above conclusions,this paper distinguishes the three stages according to feedforward,concurrent and feedback,and puts forward some countermeasures and suggestions to deal with SPS measures from the establishment of the macro management system of the quality and safety of agricultural products,the innovation of the coordination coping ability of the government departments,industry organizations and enterprises to three party as well as the breakthrough of the quality of agricultural products.
