Abstract/Summary:
It is important to promote the development of public housing,if we want to solve the residential problem and achieve the objective of everyone has the housing right which was put forward on the 19 th National Congress of the Communist Party of China.Facing low occupancy rate and structural supply-demand imbalance,it is particularly urgent to carry out Supply-side structural reform.Housing needs of somebody which can apply for public housing and the supply-demand balance of public housing are the objects of this study.There are three problems can be researched: the influencing factors of public housing demands;the real demands of people in the main factors which have prominent effects of supply-demand balance;the matching of supply and demand in live space.Standing in the perspective of demand perception and based on survey data in Xi`an,this paper examines the impact of locational supporting facilities,housing conditions,ecological environment and humanistic environment on demands of public housing by using structural equation model.The result shows that: Locational supporting facilities and housing conditions are main determinants of the demands and the locational supporting facilities has the biggest influence.Using series of big data technologies such as web crawler technology,data cleaning technology and data mining to get the data of locational supporting facilities and housing conditions which are more important for the demands of public housing.Constructing the spatial agglomeration model and using the Arc Gis,this paper researches the Space situation of locational supporting facilities which is the most important for the demands.The result shows that: The Yuhuazhai which lies in the southwest of the city and the Xin Jiamiao plate which lies in the northeast of the city are the two highest concentration areas.People has strong need to have better locational supporting facilities.Based on extensive field research in the construction and allocation management of public housing in Xi`an,this paper analyzes the locational distribution,housing conditions and the supply policy of public housing.Besides,this paper has use ArcGis to research the space of supply.The result shows that: Most public housing are concentrated on the construction by located in outside of the third roads.The Wei Yanghu areas,Chanba areas,Gaoxin areas,Fengdong areas,Qujiang areas and the Fangzhicheng areas are the highest concentration areas of supplys.Standing in the perspective of demands,this paper divides the rank of location advantage value of the live space by using poi data.Getting the location advantage value of the housing demands high concentration areas by structuring fitting analysis model.Constructing the supply-demand balance model and using the ArcGis,this paper researches the Space situation of supply-demand balance.The result shows that: The level of demands about locational supporting facilities are medium level and lower middle level.In 116 projects,there are 8 projects of public housing can match the demands about the locational supporting facilities.The degree of supply-demand balance in third ring road is higher than outside of the third ring road.In 13 housing demands high concentration areas,only Jingkaiqu areas and Xin Jiamiao areas have 7 projects of public housings.Finally,it is recommended that the government should take different measures of supplyment for different areas based on the matching results of supply-demand,give effective supplyment of locational supporting facilities,increase the supporting facilities in housing and improve the functionality of the housing.Making up the short of supplyment can be the key way to realize the supply-demand balance.
