Research On Rural Spatial Governance With The Participation Of Rural Cooperatives

With the continuous development of the rural society,the private economy and the rural democratic political system continues to improve,many new organizations to model of farmer cooperatives led became active in China's vast rural areas.These organizations changed the traditional village governance "mode of rural spatial power structure also changed the original rural space in resource allocation and use,makes multiple gradual emergence of consultation at the present stage of China's rural space," common governance "trend.This trend,exactly in line with the general secretary Xi Jinping put forward the strategy of revitalizing the country in Rural Revitalization task.The general secretary Xi Jinping recently in the interpretation of the strategy of revitalizing the country clearly pointed out that the realization of Rural Revitalization to the" five revitalization "as the goal,as well as rural industry revitalization,revitalize rural talents,Xiang Village ecological revitalization of rural cultural revitalization,the revitalization of rural organizations.One is to revitalize rural organizations: establish and improve the Party leadership,government responsibility,social coordination,public participation,modern rural social governance system of legal protection.This is the revitalization of the village organization,for our existing rural governance mode of the new development requirements,pointed out the rural governance mode of China should develop from "control" to "governance" of the future road.Multiple consultations in current rural space in our country,the common trend of "governance",is the best practice of rural organizations.The revitalization of the target responseThe farmer specialized cooperatives in China at the present stage from the perspective of the space governance theory,community governance theory,in reference to the domestic and foreign development experience of rural governance and cooperatives,using literature analysis,questionnaire survey method,interview method,mathematical analysis method to study the trend of governance at present our country village at first.This review summarizes the related research status at home and abroad space governance at home and abroad,cooperative participation in rural spatial governance situation.Then the evolution mode of governance and cooperative development history of our country undertook combing,focusing on the current rural appearance space "governance" expounds the trend and theoretical analysis.And on the basis of spatial governance and community governance theory to construct the rural spatial governance evaluation system.In the empirical analysis section of this article,the Cao Miao village of Xi'an city as the case study.Firstly,the system has combed all kinds of organizations currently Caomiao village,constructs the system of Governance Space Power cooperative perspective.Then from the economic,political,of Caomiao village cooperatives to participate in the space governance in three areas of social efficiency the evaluation and Caomiao village case and put forward the corresponding countermeasures and suggestions on China's rural spatial governance.Based on the main conclusions of this paper are as follows:(1)rural cooperatives are an important component of the rural spatial governance of the village.Rural cooperatives have a significant impact on the economic development,political democracy and social harmony of the village.At present,there are still many obstacles and shortcomings in the process of rural cooperatives' participation in rural space governance,which requires more experience and theoretical discussion.In the case of caomiao village,rural cooperatives have shown great vitality and great potential to participate in rural space governance,which is worthy of attention and reference.(2)the development and formation of the rural spatial governance model of caomiao village is also the process of reconstructing the local rural spatial power.In the traditional "rural politics" mode,the grass temple village,the village committee is the only power is the core of the local village,and now the local village committee is more similar Yu Cunzhuang internal decision and supervision organizations,rural resources,capital,human resources,such as practical in rural elite,cooperatives,companies,social organizations and other groups under the master.With the weakening of the role of the local township government and the village committee in the rural control,the reconstruction of the spatial rights of the village has gradually been completed,and a multi-core spatial "governance" model has been formed.(3)participation of rural cooperatives in rural spatial governance in caomiao village is a gradual process,and the capacity of rural cooperatives to participate in governance needs to be gradually developed.As a profit-oriented economic organization,rural cooperatives in caomiao village first came into contact with rural economic resources,and participated in rural space management from the perspective of rural economy.Along with the development of cooperatives,cooperative leaders generally also can produce the demand of the political power,cooperative members gradually make cross,the composition and the village committee,in turn,affect the country's political life and social development.According to the experience of the case of grass temple village,more encouragement and support are needed in the process of the gradual participation of rural cooperatives in the management of rural space.
