Analysis And Countermeasure Research On The Causes Of Poverty In Yanshan-taihang Mountain Contiguous Destitute Area Of Hebei Province

One of the most serious challenges that developing countries are faced with is poverty.As the largest developing country,China has always attached great importance to poverty.In1994,the State Council issued the national "Seven-Year Priority Poverty Alleviation Program"(that is,in the last seven years of twentieth Century(1994-2000),we should basically solve the problem of adequate food and clothing for the 80 million poor people in rural areas at that time)as the beginning,China has continued to exert its efforts in solving poverty problems,replacing poverty alleviation with traditional poverty relief by developing poverty alleviation.After that,the state has launched "Outline of poverty alleviation and development in rural China(2001-2010)" and "Outline of poverty alleviation and development in rural China(2011-2020)",constantly refine the poverty alleviation goals,and vigorously promote poverty alleviation.The poverty-stricken counties in Hebei province are widely distributed,Hebei province also has a large population of poor people and arduous task of poverty alleviation.According to "Hebei Province13 th Five-Year poverty alleviation plan" and "Regional development and poverty alleviation planning in contiguous areas of Yanshan and Taihang Mountain(2011-2020)",there are 62 poverty-stricken counties in Hebei Province,of which 22 counties are located in the national concentration contiguous destitute area--Yanshan-Taihang Mountain contiguous destitute area.Yanshan-Taihang Mountain contiguous destitute area is the main battlefield of poverty alleviation in Hebei province.The poverty population is concentrated and the degree of poverty is deep.Therefore the analysis and research on the causes of poverty of Yanshan-Taihang Mountain contiguous destitute area,and the corresponding countermeasures and suggestions,are of great significance to solve the poverty problem in Hebei province.In order to improve the poverty situation of Yanshan-Taihang Mountain contiguous destitute area and promote the smooth progress of poverty alleviation in Hebei province.Based on the review of related research on poverty,this paper briefly analyzes the current situation of the development of Yanshan Taihang Mountain contiguous destitute areas in Hebei province from the three aspects of resources and environment,economic development and social development.Then this paper analyzes congenital and acquired factors of poverty on the area from the macro perspective.In the analysis of the acquired factors of poverty,this paper selects education,transportation,medical and economicfactors,which may influence regional poverty,uses empirical methods to analyze the factors of poverty,and compares the factors of poverty between Yanshan-Taihang Mountain contiguous destitute area and Heilonggang poverty-stricken area.Moreover this paper analyse poverty causes of poor families using survey data in Yanshan-Taihang Mountain contiguous destitute area from the micro perspective.Finally,based on the above analysis,this paper,which combines with the status of related factors of poverty in Hebei province,gives Countermeasures and suggestions for the poverty alleviation work at the present stage.
