Study On The Optimization Of Financial Management System In LY City Of Liaoning

In general,the financial management system of LY city in Liaoning can meet the needs of the sustained development of the local economy and society.However,the financial management system still has some problems to play its due role in the actual operation.In order to improve the administrative efficiency of the government and realize the rational distribution of public services and resources,it is very important to optimize the financial management system of the city of LY.Taking the financial management system of LY city as the research object,starting from the current situation of the financial operation of LY City,this paper analyzes the problems in the financial management system of LY City,and designs the corresponding optimization plan.First of all,the paper summarized domestic and foreign research on financial management system,and expounds the theoretical basis of research methods and the application to the status quo;Secondly,the thesis makes an in-depth analysis of the current situation and problems of the financial management system in LY city.It is considered that there are four problems in LY City,such as the unreasonable structure of fiscal revenue source,the unscientific financial expenditure management,the insufficient financial support in county level,and the ineffective prevention of financial debt risk.The reasons for the emergence of financial management system in LY city are analyzed,which include the budget management system is not standardized,property rights and powers of asymmetry,tax system is not perfect,imperfect transfer payment system;Thirdly,aiming at the existing problems and their causes,the paper optimizes the financial management system of LY city from several aspects,such as improving goals,improving principles,improving ideas and improving contents.Finally,the paper formulating the specific budget management system,promoting the scientific division of financial rights and responsibilities,improving the tax system and improving the transfer payment system for the implementation of the optimization plan.province and the central government,and there are few studies on the financial management system in the specific cities.This paper analyzes the institutional defects of LY city's financial management,finds out the reasons,and puts forward specific improvement plans,which will promote the establishment of a perfect and efficient financial management system in LY city.
