Research On The Integrated Use Of Special Financial Funds In Baoding City

In recent years,all departments focus on improving the efficiency of the use of financial funds,constantly standardize and strengthen the management of special financial funds,and achieved certain results.However,the low efficiency of the use of financial funds still exists.In order to overcome the difficulties,in 2016,the State Council issued the "Plan to Promoting the Integrated Use of Financial Funds",which aims to strengthen the integrated allocation of government revenue,increase the effective supply of funds and improve the ability to guarantee the integrated economic and social development of financial services.To completely change the "fragmentation" of the use of funds brought about by the inefficiency,to concentrate financial resources to do important things;To prepare medium-term fiscal plans,strengthen the capacity of the government budget to allocate fiscal funds across the year,improve the forward-looking budgeting,and give full play to the "stabilizer" and counter-cyclical role of fiscal to the economy;Activate all areas of fiscal precipitated funds,so that the financial funds faster and better play their effects.The "Plan for Promoting the Integrated Use of Financial Funds" is a clear "operational guide" that points the way for us to move forward in the future.With this as guidance,this paper focuses on the main line of promoting the integrated use of special financial funds,first of all,it explains the basic connotation of special financial funds,explains the main classification of special financial funds,and points out the significance and necessity of establishing special financial funds.Secondly,it introduces the basic situation and effect of financial special fund in Baoding City.Thirdly,this paper analyzes the problems and causes of the financial special funds coordination in Baoding city,and lays a research foundation for the proposal of the financial special fund coordination.Then,we summarize the concrete practice and successful experience of other provinces and cities in promoting the integrated use of special financial funds.Finally,based on the previous analysis,the author put forward some suggestions to promote the integrated use of special financial funds,and provide reference for the special financial funds under the new normal,so as to promote the integrated use of special financial funds,and promote the healthy development of economy and society.
