With the advancement of the process of economic globalization,the competition between countries is becoming more and more intense.The level of scientific and technological innovation is the embodiment of the level of economic development of a country and the comprehensive competitiveness of the country,which has been paid much attention by many countries.China attaches great importance to the construction of a national innovation system and regional innovation system.The scale of financial investment in scientific and technological innovation is also expanding.The industrial technology research institute,as an R&D institution that promotes industrial upgrading,is an important part of the regional scientific and technological innovation system.In order to promote scientific and technological innovation of the research institutes such as the Industrial Technology Research Institute,the local government allocates financial special R&D funds to provide financial support for these scientific research institutions.As the continuous improvement of financial budget management system and the increasing investment scale of special financial funds for R&D,it is worth to investigate how well the financial performance of scientific research institutions specializes in R&D funds.Under the background,the performance evaluation of the industrial technology research institute's financial R&D funds which has very important theoretical value and practical significance has become an inevitable requirement.This paper conducts performance appraisal research on financial special R&D funds,aiming to provide performance appraisal indicators,empirical methods and empirical study for reference.It further validates that the performance evaluation index system and empirical research methods of this paper have realistic feasibility by using the A industry technology research institute as an empirical analysis research object.The article is based on the financial special R&D funds input-output data of the A industrial technology research institute from 2014 to 2016.By using the DEA-BCC model and DEA-Malmquist model,the paper made a comprehensive analysis of the performance of fiscal fund and the input-output efficiency of fiscal fund in 25 research institutes affiliated to the A industrial technology research institute.First of all,we select the appropriate input-output indicators to establish the performance evaluation index system.Then,the DEA-BCC model is used to evaluate and compare the overall,individual and different industrial areas of financial performance and further analyze the input-output efficiency of financial funds by using the DEA-Malmquist model.The research shows that: the A industrial technology research institute has a low level of fiscal fund performance,and exists the phenomenon of redundant input and insufficient output simultaneously.The differences in the level of performance and input-output efficiency of special financial R&D funds between research institutes and industrial technology fields are obvious.According to the results of the empirical analysis and the basic theory,the paper gives the countermeasures and suggestion from four aspects: First of all,constructing performance evaluation mechanism and the performance level of financial special R&D funds is necessary.Secondly,we should optimize the investment structure of financial special R&D funds and rationally control the scale of investment.What's more,it is important to accelerate technological innovation and strengthen the supervision of special R&D funds.Finally,improving the transformation mechanism of achievements is a requirement to translate the achievements of scientific research into practical productivity.
