Research On Comparative Advantage Of The Improvement Of National Innovation Performance Based On A Three-dimensional Drive Perspective

In an effort to better guide the “bringing in” of research and development-oriented foreign capital and the “going global” of domestic capital,we use data envelopment analysis and the statistics of 111 countries and regions(hereinafter referred to as countries)between 2006 and 2015 to measure their national innovation performance.Based on this,we built a three-dimensional innovation performance-driven paradigm of "institutional /economy /society" at the national level,with reference to their comparative advantages.We use a system generalized method of moments estimation to empirically study the impact of the " institutional /economy /society" dimensions on the improvement of national innovation performance and further study the absolute advantage at the dimensional level and the comparative advantage at the country level,based on the improvement of national innovation performance.The findings are as follows.First,globally,the national innovation performance is generally not high.Compared with developing countries,the developed countries did not show significant advantages in terms of innovation performance improvement.However,some developing countries,including China,have shown substantial improvement in innovation performance.Second,after considering potential endogenous issues,the three-dimensional " institutional /economy /society" framework has obvious explanatory power on the improvement of national innovation performance,and this power still exists for important sub-samples,such as countries along the Belt and Road routes and the 21st-century Maritime Silk Road.Third,at the dimension level,institutional drive,economic drive and social drive are in a descending order in terms of their importance in improving national innovation performance;and on the country level,taking China as an example,whether it is "bringing in" R&D-oriented foreign capital or domestic R&D capital "going global",compared with other major players,China has comparative advantages in the social-drive dimension and the economic drive dimension(except for Hong Kong),while other countries have a comparative advantage in the institutional-drive dimension.To this end,the article finally put forward the policy suggestions to promote the “bringing in” of research and development-oriented foreign capital and the “going global” of domestic capital orderly and bring out one's strengths to make up for one's weaknesses in its innovation environment.
