| The Export Processing Zone is one of the most important forms of China's special customs supervision areas,and it has the unique function of “outside the customs and within the boundary”.As an important platform for China's opening to the outside world,it has played an important supporting role in promoting China's integration into economic globalization,comprehensively using both domestic and foreign markets' two resources,and creating a new all-round opening up new pattern.However,as China's economic shift into the “new normal” and the adjustment of international industrial structure,especially as the global multilateral trading system has made considerable progress,the original advantages of export processing zones have weakened,and many inherent problems have yet to be solved.The challenges faced by development are increasing.Therefore,on the basis of in-depth analysis of the experience of customs special supervision areas at home and abroad,this paper takes Shenzhen Export Processing Zone,which is the first batch of established and representative export processing zones in China,as the research object and summarizes the achievements in the development process.The main problems and causes existed,combined with the experience of Customs special supervision areas at home and abroad,especially the construction of the Free Trade Zone,further explored the necessity and feasibility of transforming and upgrading the Shenzhen Export Processing Zone into a comprehensive bonded area,and creatively proposed its future transformation and development path.Functional positioning,and put forward specific countermeasures and suggestions.The purpose of this paper is to provide scientific guidance for the transformation and upgrading of Shenzhen Export Processing Zone through scientific research and analysis,and to provide research samples for the future integration of customs special supervision areas and the development of industrial layout functions in export processing zones.This paper uses a combination of case analysis and normative analysis.The article is mainly composed of three parts: The first part is the introduction part of the paper.Firstly,the background,purpose and significance of the full text are expounded.Then,based on the research ideas of this paper,relevant literatures on the development of customs special supervision areas and export processing areas at home and abroad are combed.The second part is the main part of the paper.The development history and status quo of customs special surveillance areas are summarized from abroad and domestically.The practices and experiences in the process of construction and development are summarized.Then I compare the functional positioning of different customs special supervision areas in China and also study the advantages and problems of export processing areas.Afterwards,taking the Shenzhen Export Processing Zone as the research object,the detailed introduction of the park's general situation and the achieved results,combined with the exposure of the export processing zone during the global economic crisis,made a comprehensive analysis of its pain points.Finally,it thoroughly analyzes the necessity,feasibility,and significance of its transformation and upgrading.The third part is the conclusion of the paper.Judging the path,objectives,and functional orientation of the transformation and upgrading of Shenzhen Export Processing Zone,i made a number of specific suggestions for the major issues affecting the transformation and upgrading of the park and the development of the industry,then summarized reform options that can be replicated and promoted.Finally,i sort out the important conclusions of the full text and look forward to the development trend of the transformation and upgrading of export processing zones. |
