Research On The Operation Mechanism Of The "Overall Village Coordination" Model Of Land Rearrangement In Sanwai Community In Shenzhen

Land deposit is the most important means of land management during the period of physical expansion of Chinese cities.With the contradiction between supply and demand of urban construction land becoming apparent,the land deposit objects in large cities are facing the transfer from new construction land to stock land.Due to the complexity of land ownership and the dispersion in the space,the traditional land deposit system is not adaptable.The change of reserve object promotes the change of reserve mode,and land rearrangement emerges as the times require under the above background."Overall village coordination" land rearrangement is a kind of operation means of land deposit and development oriented to the stock of land,which synthesizes the land deposit and the land consolidation.As for the stock land deposit and redevelopment are the main types of urban construction in our country at present as well as a long time in the future,studying the operation mechanism of the "overall village coordination" land rearrangement mode is of great significance for the theory and practice of the stock land deposit and development in our country.At present,the "overall village coordination" land rearrangement model has experienced the process from regional practice to institutionalization to pilot promotion,so how does it operate in practice? What are the problems? What are the underlying causes of these problems? This is the question that this paper needs to study.On the basis of summarizing the present situation of land rearrangement operation mechanism,taking Sanwei community of Baoan District of Shenzhen as the research object,this paper analyzes the operation effect and characteristics of "overall village coordination" land rearrangement,and probes into its operation mechanism and existing problems.At last,the author puts forward some exploratory suggestions.This paper consists of six chapters.The first chapter is the introduction part,which describes the research background,research significance,research content,the choice of research objects,and puts forward the research methods and research framework.The second chapter summarizes the operation mechanism of land deposit,land consolidation and land rearrangement.The third chapter summarizes the background,development course,organization system,policy system,operation mode of the land rearrangement mode of "overall village coordination" in Shenzhen through literature collection and reference.The fourth chapter is an empirical study on the land rearrangement of "overall village coordination" in Shenzhen.The article selects Sanwei community in Baoan district of Shenzhen as the research object,and mainly adopts the methods of field exploration,in-depth interview,data collection,case study and so on.First of all,based on the change of goal and motive in operation,the whole operation process is divided into four stages: early preparation stage,"overall village coordination" stage,"package land acquisition" stage,"project land acquisition" stage.Based on the analysis of the main demands,action changes,operation tracks and operation results,the operation characteristics are summarized,and on this basis,the operation mechanism of "overall village coordination" land rearrangement is discussed,and the core driving factors are discussed.The characteristics of the operation mechanism are summarized in the aspects of negotiation mechanism and benefit distribution mechanism.Finally,the problems and defects of the land rearrangement operation mechanism are analyzed from the point of view of the participants.The fifth chapter,on the basis of studying the operation mechanism of land rearrangement,puts forward some tentative suggestions on how to perfect the land rearrangement mechanism of "overall village coordination" through in-depth reflection.The conclusion chapter is the conclusion of this study,the research shortcomings and prospects,the research conclusions of the whole paper are summarized,and in view of the shortcomings of the study,the future research prospects are put forward.
